The Naval Air Warfare Center - Aircraft Division Lakehurst, NJ, under the authority of 10 USC 2304(c)(1), FAR 6.302-1, intends to award a Firm-Fixed Price, Indefinite Delivery Indefinite Quantity (IDIQ) contract, on a sole-source basis, to R.E. Atckison Co., Inc., Azuza, CA (CAGE: 05060) for the manufacture of the following Peculiar Support Equipment (PSE) components provided in the table below:

The stands will provide maintenance personnel with equipment necessary to maintain the tail wing and vertical tail of the P-8A Poseidon aircraft.  This procurement will provide requirements to fill deficits of Organizational Level Maintenance to support initial outfittings for P-8A aircraft for the United States Navy, Partner Countries and Foreign Military Sales (FMS) customers.  R.E. Atckison is the original designer, developer and manufacturer of the P-8A Maintenance Stands identified above.  The equipment has been specifically designed by R.E. Atckison to support P-8A Organizational (O) level maintenance operations.  R.E. Atckison is the only source with the technical data necessary to manufacture this equipment.  This data is proprietary to R.E. Atckison and was developed, in part, from equipment designs R.E. Atckison previously developed for similar Boeing commercial aircraft.   R.E. Atckison is not willing to sell the data and associated rights necessary to manufacture these items and the equipment is available only from R.E. Atckison.  The stands must be two separate units, one must have an operational height range of 10-37 feet and the other must have an operational range of 5-20 feet. The stands must be tractor towable and be able to be used concurrently.  Each stand must have a maximum capacity of 500 pounds and must be collapsible so that, together, they would be storable within a 30' x 12' x 20' area.  Each stand must also be hydraulically maintained and operated.  An adequate purchase description or other information suitable to solicit by full and open competition has not been developed because the Government does not have sufficient engineering data or drawings to organically design the above items and enable a competitive procurement.  R.E. Atckison is the only source that is capable of providing the above item to the same form, fit and function that is compatible with the existing configurations.  THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.  However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis.  Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration.  A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.  Information provided herein is subject to change and in no way binds the Government to solicit an award of a contract.
