Description

 

National Cancer Institute (NCI), Center for Cancer Research (CCR), plans to procure on a sole source basis maintenance services for a Government owned BD Biosciences brand LSRFortessa Flow Cytometry Cell Analyzer and all associated accessories including lasers from BD Biosciences, 2350 Qume Drive, San Jose, CA 95131.

 

 

This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR 13.106-1(b)(1) and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 811219 and the business size standard is $20.5M.

 

Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract.

 

The period of performance is twelve (12) months with 4 one year optional periods.

 

It has been determined there are no opportunities to acquire green products or services for this procurement.

 

Department Background

The LGI Flow Cytometry Core Facility provides instrumentation and technical expertise to perform state-of-the art flow cytometry analysis and cell sorting. The laboratory currently houses four cell analyzers and four cell sorters. These instruments are used daily serving over 200 scientists, roughly 70 different Principal Investigators annually.

 

 

Purpose of Purchase

 

Contractor shall perform maintenance services, including two (2) preventative maintenance inspections, telephone support, and emergency on-site service requests on the Government-owned existing flow cytometry instrumentation LSRFortessa, Serial Number H17700008; and all associated accessories including lasers; which includes software upgrades as applicable during the contract period. The maintenance, including upgrades, shall be performed by technically qualified factory trained personnel.

 

This equipment is manufactured by BD Biosciences. Due to the instrumentation being highly specialized; the maintenance and software upgrade work needs to be performed by manufacturer trained personnel. In addition, the software to control the instrumentation is only provided by the manufacturer. BD Biosciences is the only vendor that has Field Service Engineers specifically trained to perform preventative maintenance, instrument repairs and software upgrades on the LSRFortessa Flow Cytometry Cell Analyzer and associated lasers using the required proprietary replacement parts or computer software. No other known vendors currently provide this service for the LSRFortessa Flow Cytometry Cell Analyzer. This makes BD Biosciences the only available source.

 

This notice is not a request for competitive quotation. However, if any interested party, especially small businesses, believes it can meet the above requirement, it may submit a capability statement, proposal, or quotation, which shall be considered by the agency.  The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement.  Responses must be received in the contracting office by 3:00 PM EST, on August 02, 2017.  All responses and questions must be in writing and emailed to Roman Davydov, Contract Specialist, via electronic mail at roman.davydov@nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration and the Online Representations and Certifications Applications through the System for Awards Management website (sam.gov).
