Introduction:

This is a Sources Sought notice issued by the Defense Logistics Agency (DLA) Energy-FEM - San Antonio, Texas. This is NOT a solicitation for proposals. No awards will be made from the responses to this announcement.  However, responses may be used to determine the appropriate acquisition strategy for a future procurement.  This notice issued by DLA Energy, is to identify potential sources,  and  solicit industry to express their capability and interest to provide all of the product, materials, supplies, management, tools, equipment and labor necessary for general maintenance and recertification of High Pressure Cylinder Assemblies (HPCAs) and for the delivery of gaseous helium in the same HPCAs.

 

HPCA DESCRIPTION:

 

An HPCA consists of 25 compressed gas cylinders contained within a metal framework and manifolded together to constitute a single bulk container. The HPCAs are equipped with forklift sockets and lifting rings.   Each HPCA is 55.25" L, 55.25" W, 74.75" H and has a gross weight of approximately 5,600 lbs. empty.

 

Specification Requirements:

 

 For repairs/recertification of the HPCAs: The Contractor shall repair and recertify HPCA cylinders IAW Title 49 Code of Federal Regulation (Part §178.35) and IAW MIL-STD-1411B, Inspection and Maintenance of Compressed  Gas Cylinders, dated 8 June 2010, to bring HPCA units into a serviceable and  usable condition consistent with industry standards.  In addition, Contractor shall recertify HPCA cylinders as a group, whereas all cylinders contained within the HPCA have similar recertification dates.

 

For the filling of the HPCAs:  Pressurizing Agent Gaseous Helium Type I, Grade A, in accordance with specification MIL-PRF-27407D, dated 01 August 2014. 

 

Anticipated Period of Performance:

 

The Government does not have an anticipated period of performance at this time, but if the requirement develops, it may be late in FY 2019 or early FY 2020.

 

Estimated Quantities for this potential requirement:   
This is a possible five-year requirement. The estimated quantities per year are:
 
•1)      Cylinder valve replacement: 10 each first year; 5 each per year for the next 4 years.

 

•2)      Cylinder rupture disc replacement: 10 each first year; 5 each per year for the next 4 years

 

•3)      Cylinder corrosion control and painting: 250 each the first year; 100 each per year for next 4 years.


 

•4)      Cylinder recertification, group of 25  cylinders: 10 each first year; 5 each per year for the next 4 years

 

•5)      HPCA cage welding, straightening, tightening: 10 each first year; 5 each per year for the next 4 years

 

•6)      HPCA cage corrosion control and painting: 10 each first year; 5 each per year for the next 4 years

 

•7)      Manifold repairs: 5 each per year over 5 years.


 

•8)      Manifold replacement: 5 each per year over 5 years

 

•9)      Regulator valve repair or replacement: 5 each per year over 5 years

 

•10)  Manifold valve replacement: 5 each per year over 5 years

 

•11)  Manifold gauge replacement:  5 each per year over 5 years.


 

•12)  The estimated quantity for filling: over the 5 year period is 210,000 scf per year


 

Capability Statement:

 

Interested qualified organizations should submit a capability statement for this requirement. The capability statements should include an indication of current business size and the ability to meet the following repair/certification services:

                       

•1)      Capability  to perform cylinder valve replacement

•2)      Capability  to perform  to perform cylinder rupture disc replacement

•3)      Capability  to perform cylinder corrosion control and painting

•4)      Cylinder recertification, group of 25  cylinders

•5)      Capability  to perform HPCA cage welding, straightening, tightening

•6)      Capability  to perform HPCA cage corrosion control and painting

•7)      Capability  to perform Manifold repairs

•8)      Capability  to perform Manifold replacement

•9)      Capability  to perform Regulator valve repair or replacement

•10)  Capability  to perform Manifold valve replacement

•11)  Capability  to perform Manifold gauge replacement

•12)  Capability to fill each cylinder with helium to a minimum of 4,500 psi. Approximate capacity of each   HPCA is 10,850 standard cubic feet

•13)  Capability to have  HPCAs filled and ready for shipment within 7 days of receipt

•14)  Capability for a potential Federal Government Contract, your company must be registered in the System for Award Management  (SAM)  https://www.sam.gov/portal/SAM/#1? Is your company registered SAM, and if so, what is your company's cage code and Duns #?  If your company is not currently registered in SAM, would you be willing to register in the SAM system.

                 

Information Submission Instructions: All capability statements sent in response to this Sources Sought notice should be submitted to Roman R. Bernal, Contracting Officer, roman.bernal@dla.mil and Stephanie Faulkner stephanie.faulkner@dla.mil. All responses must be received by COB 22 July 2019.
