 Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to negotiate and award to Raytheon Company, Dulles, VA, an addition to the Tactical Control System (TCS) Linux Cyber Initial Baseline for the Software Release Implementation of Build 9.  This contract action will continue the transition of the TCS baseline into the OSD UCS architecture, integration of modern intuitive controls as identified during testing with Fleet operators, integration of SAU 7000 messaging, automated testing procedures in support of future integration & production, and support of the software baseline operating in the field.


This action is being awarded on a sole source basis to Raytheon Company in accordance with the  statutory authority permitting other than full and open competition under 10 U.S.C.2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." Raytheon Company is presently the only qualified source with the unique knowledge of the TCS design, system architecture and technical expertise required for the ability to provide the additional software release of build 9.


 THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.  A determination by the Government not to compete the proposed contract modification based upon responses to this notice is solely within the discretion of the Government.
