INTRODUCTION

The Army Contracting Command - Aberdeen Proving Ground (ACC-APG), Edgewood Contracting Division is issuing this sources sought synopsis as a means of conducting market research to identify potential sources having an interest and industry capability to manufacture the Joint Service Aircrew Mask Rotary Wing (JSAM) MPU-5(V)/P system and the JSAM Apache MPU-6A(V)/P face plate and hood ring assembly. The value of this procurement is not expected to exceed $85,000,000 over the life of the procurement. The anticipated production quantity for the MPU-5(V)/P is approximately 20,000 units over a five year period. The anticipated MPU-6A(V)/P production is 2,200 face plate and hood ring assemblies over a one (1) year period. The technical data package for the masks is owned by the Government and available for review upon request of interested sources.


The result of this market research will contribute to determining the method of procurement, if a requirement materializes. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. Multiple awards may be made. All small business set-aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions.

PRODUCT DESCRIPTION


The JSAM RW system is defined as a system for individual aircrew ocular, respiratory and "above the shoulder" percutaneous protection against chemical and biological (CB) warfare agents. It is compatible with existing CB ensembles, aircrew and aircraft mounted equipment, provides flame and thermal protection, and reduces heat stress when compared to existing protective masks. The MPU-5(V)/P will be used by all rotary wing aircraft of the United States Army (USA), United States Marine Corps (USMC), United States Air Force (USAF), and United States Navy (USN). The MPU-6A(V)/P will used be exclusively by the USA AH-64D/E Apache Attack Helicopter.

The applicable NAICS code for this requirement is 541712 with a Small Business Size Standard of 1,250. The Product Service Code (PSC) is 1660


SUBMISSION DETAILS


Interested businesses should submit a brief capabilities statement package (no more than ten 8.5 X 11 inch pages, font no smaller than 10 point) demonstrating ability to provide the products/systems listed in this Technical Description. Documentation should be in bullet format. No phone or email solicitations with regards to the status of the RFP will be accepted prior to its release.


Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Brian Lauterbachhagan, in either Microsoft Word or Portable Document Format (PDF), via email brian.j.lauterbachhagan.civ@mail.mil no later than 12:00 p.m. EST on 13 Sep 17 and reference this synopsis number in subject line of e-mail and on all enclosed documents. Information and materials submitted in response to this request WILL NOT be returned. DO NOT SUBMIT CLASSIFIED MATERIAL.

7)Percent of company's production is commercial versus Government.


8)Manufacturing operations vertically integrated or out-sources to a supporting supply chain.


9)Provide a description of the Quality Assurance Program used in controlling your manufacturing processes. (i.e. Statistical Process Control, Six Sigma, Process Mapping, etc.)


10)Test, measurement & diagnostic capabilities relevant to respirator manufacture.


11)Projected production capability of MPU-5(V)/P on 1-8-5 and 2-8-5 shift basis.


12)Projected manufacturing lead time.


13)Current / projected production lines that may compete with MPU-5(V)/P and MPU-6A(V)/P production.
