MODIFICATION TO PROCURE SHIP CHECK IN SUPPORT OF MARITIME SUPPORT VESSEL (MSV 3.0)

Naval Air Systems Command intends to issue a sole source acquisition pursued under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements."  The Firm Fixed Price contract to Insitu, Inc., Bingen, WA is for a UAS ISR services engineering assessment (ship check) aboard a Military Sealift Command ship.  The contract will consist of two day period of performance.  Insitu, Inc. is the only company who can fulfill this requirement due to existing Special Operations Command Scan Eagle Program of Record interoperability requirements, as well as Foreign Internal Defense initiatives in the operational Area of Responsibility.  Operating the same UAS will allow for more effective mission planning and enhance interoperability, information sharing and logistical support. 

 

The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of title 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy the requirements." Insitu, Inc. is the sole designer, developer and manufacturer of the Scan Eagle UAS, as well as the sole integrator of the avionics system and, as such, is the only known source available with the requisite technical knowledge, experience and tooling to perform the efforts described herein to satisfy the Government's requirement.

Unless otherwise stated herein, no formal request for proposal or additional written information is currently available. A determination by the Government not to compete is solely within the discretion of the Government. This synopsis is published for information purposes only.

There are no commitments by the Government to issue any solicitations, make an award, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above.
