Army Contracting Command - New Jersey (ACC-NJ) on behalf of Program Manager Soldier Weapons (PM-SW) is issuing this sources sought notice as a means of conducting market research to identify potential sources categorized as HUBZONE Small Business in the System for Award Management (SAM) having an interest and industry technologies available to support/provide the MK19 GMG, SIGHT ASSEMBLY in accordance with U.S. Government Technical Data Package (TDP), the associated individual drawing Quality Assurance Provisions, Specialized Packaging Instructions (SPI) and the Statement of Work (SOW). This Sources Sought Notice is a follow-on to a previously posted notice W15QKN-18-X-02AW. The North American industry Classification System (NAICS) is 33294 (Carbines manufacturing). The size standard is 1,000 employees.


Requirements:


The Contractor will be required to manufacture from a Government TDP- The Sight Assembly shall be fabricated in accordance with the drawings, inspected in accordance with the Quality Assurance Provisions (QAP) on the associated drawings and in accordance with paragraph 3.3.7 of this Statement of Work (SOW), and packaged in accordance with the Specialized Packaging Instructions (SPI).


The contractor will conduct a start of work meeting with Government personnel at the contractor's facility within 30 days following contract award.


The First Article sample shall be fabricated and submitted 180 days after contract award in accordance with the Government TDP.


Production deliveries shall commence 60 days after approval of the First Article.


The contractor is responsible for the performance of all inspection requirements as specified in the SOW.


The contractor will confirm all items meet all the requirements of the applicable U.S. Government drawings, QAP, SPI.


The contractor is responsible for performance of the First Article Inspection along with inspection and testing to all requirements of the drawings, specifications and associated QAPs including visual inspection of packaging and packaging material.


Acceptance Inspection Equipment (AIE) specifications to include technical drawings for hard gauges, model numbers, and manufacturer data shall be submitted along with calibration records and calibration schedule information prior to completion of First Article production. AIE data shall be submitted 100 days after contract award.


Lot acceptance inspection and testing shall be conducted as specified in the drawings Quality Assurance Provisions.


The requirements listed above are only partial requirements as taken from the SOW for this Sources Sought Notice.


The contractor is required to have a current DD2345 Military Critical Technical Data Agreement; AMSTA-AR 1350 Technical Data Request Questionnaire and provide a Non-Disclosure and Non-Use Agreement (NDA) to be able to receive the Government Technical Data Package (TDP).


All interested sources are invited to submit their capabilities and responses by providing brochures and any information pertaining to their ability to provide the above requested services/products. Vendors shall provide their company name, address, point of contact, phone number, email address, taxpayer identification number, DUNS number, CAGE Code, Business Size, Type of Business (Small Business, Large Business, 8(a) Small Business, Hub-Zone Small Business, Service Disabled Veteran Owned Small Business, Woman Owned). Submissions to this Market Survey should be made within 7 Business days, NLT 3:00PM EST on 23 August 2018 to: U.S. Army Contracting Command ACC-NJ, Attn.: Margaret B. All information shall be submitted via email only; TELEPHONE INQUIRIES WILL NOT BE ACCEPTED. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. Any contractor responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the contractor's qualifications. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. All information is to be submitted at no cost or obligation to the Government. After a review of the responses received, a solicitation may be issued at a later date. However, responses to this notice will not be considered a response to any possible future solicitation.
