This is a sources sought notice in accordance with FAR 15.201 in anticipation of a potential future Request for Proposals (RFP).  NAVSEA is conducting market research to determine industry capability and interest in performing an FY19 ESSM Block 2 upgrade to the existing Mk 132 above deck Guide Missile Launcher (GML) component of the Guided Missile Launching System (GMLS) Mk 29 Mod 5 launcher for Nimitz and Ford class aircraft carriers, and America and Wasp class amphibious ships. NAVSEA intends to compete the engineering and the initial low rate production of the launcher upgrade under a single solicitation.  A single contract is expected to be solicited and with an emphasis on technical suitability, technology and manufacturing maturity and life cycle cost. The anticipated contract type will be a combination of cost type effort for the design qualification and fixed price for the production/fabrication of the upgraded launcher components. 
This sources sought notice has been generated to solicit interest and ideas from Industry for developing an upgrade to the current Mk 132 Mod (2) Guide Missile Launcher (GML) trainable Evolved SeaSparrow Missile (ESSM) launcher that is the above-deck launcher component of the Guided Missile Launching System (GMLS) Mk 29 Mod 5.

 

Principal drivers of the upgrade, envisioned as being comprised of modifications (ORDALT) to the existing GML and companion ship mounting / deck installation features (SHIPALT), are as follows:

1)     Enable loading, containment and launching of ESSM Block 1 and Block 2 missiles, with a capacity for at least 8 total rounds

2)     Ensure compliance with Grade A shock requirements as defined in MIL-STD-901E for the subject equipment

Additional background information requirements are provided in the requirements of Enclosure (1).  In response to this sources sought notice, the Government requests industry evaluate the information and requirements and submit capability statements detailing the ability to provide the design and manufacture of a solution.  Interested vendors shall identify their business size in accordance with NAICS Code 336419 when submitting responses.  Responses should outline the vendor's ability to design the upgrade to the Mk 132 launcher and the capability to manufacture the solution presented, either by manufacturing it alone or through teaming with other entities.  Responses should be submitted electronically to the Contracting Officer and Contract Specialist.


Controlled UNCLASSIFIED data will be provided to interested vendors to facilitate their response to this sources sought notice.  This data will be distributed only to those vendors who have submitted an appropriately completed "Terms of Use" agreement (attached to this notice) to the Contracting Officer.   Once the Term of Use has been reviewed and approved, the company will be authorized to receive the controlled data associated with this sources sought notice.


This is NOT a request for quote or proposal (RFQ or RFP). This notice does not constitute a commitment by the Government to issue an RFP, RFQ, contract, or order. This sources sought notice does NOT constitute a commitment by the Government to compensate any party for any effort expended or any material provided in response to this announcement.  Requests for a solicitation will not receive a response.
