PRE-SOLICITATION NOTICE
The Department of Veterans Affairs, National Cemetery Administration (NCA), intends to solicit proposals from contractors for CONSTRUCTION AND REHABILITATION OF LANDSCAPE SERVICES for the following cemetery location:

NOTE: This project is being resolicited. The original solicitation 36C78619R0026 has been canceled.
The VA anticipates issuing a Solicitation for this requirement around the week of June 17, 2019. Quotes will be accepted for approximately 30 days commencing with the issuance date of the solicitation. Interested Offerors will be responsible for downloading copies of the solicitation and any subsequent amendments) from the Federal Business Opportunities (FBO) website, as no hard copies will be made available.
This procurement is being issued as tiered evaluation with the following tiers: (1) SDVOSB concerns, (2) VOSB concerns, (3) small business concerns with HUBZone small business concerns and 8(a) participants having priority; and (4) large business concerns. If award cannot be made, the solicitation will be cancelled and the requirement re-solicited.
In accordance with FAR 52.204-7, System for Award Management, prospective contractors must be registered in System for Award Management (SAM) and in Veterans Information Pages (VIP). VIP registration is required for Service Disabled Veteran Owned Small Businesses or Veteran Owned Small Businesses) database (when applicable), under the applicable North American Industry Classification System (NAICS) 561730, business size standard of $7.5 million.
Contractors may obtain SAM information at https://www.sam.gov and Veterans Information Pages (VIP) information at http://www.vip.vetbiz.gov. To be eligible for award, contractors must have a current registration in the System for Award Management database. Registration is free and potential offerors are encouraged to visit the SAM website as no contracts can be awarded to any offeror not registered in SAM.
