The San Francisco Public Utilities Commission issues this Request for Proposals (RFP) to retain the services of a
community-based San Francisco Human Rights Commission (HRC) certified Micro-Local
Business Enterprise (Proposer), to produce a comprehensive study of the construction industry to
identify challenges and obstacles that affect the participation of African-American contractors on
SFPUC construction programs. After the selected consultant conducts research and interviews,
the selected consultant will analyze the collected data to provide a summary of findings and
recommendations to increase African-American contractor participation on SFPUC construction
programs.
