The Naval Air Systems Command (NAVAIR) intends to award a firm fixed price (FFP) Delivery Order under Basic Ordering Agreement (BOA) N00019-19-G-0029 on a sole source basis with Lockheed Martin Rotary and Mission Systems (LM RMS).  This order is for the repair of Government Furnished Equipment (GFE) in support of the United States Navy (USN) and Foreign Military Sales (FMS) MH-60 platforms.  This action includes repairs to MH-60R/S common cockpit components and MH-60R mission system components used to support lab testing and includes efforts necessary to evaluate, repair and maintain MH-60 GFE into a serviceable condition.  This effort includes a base repair quantity and provisional options to repair additional GFE quantities.

This action is being awarded on a sole source basis to LM RMS in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304 (c)(1), as implemented by FAR Part 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." LM RMS is the prime integrator and sole manufacturer of the MH-60R/S helicopter avionics suite, common cockpit and all subsequent changes and improvements to the production aircraft.  LM RMS is the only known qualified source with the requisite skilled personnel which possesses the technical detailed knowledge and necessary data required to perform this effort in a timely and cost efficient manner.

Note: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302.  Interested persons may identify their interest and capability to respond to the requirement.  This notice of intent is not a request for competitive proposals. However, any capability statements received within thirty days after date of publication of this synopsis will be considered by the Government.  A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.  Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
