The Naval Air Systems Command (NAVAIR) intends to award a Cost Reimbursement Contract on a sole source basis to Mercer Engineering Research Center (MERC) in Warner Robins, GA.  This effort is for the continued performance of Non-Recurring Engineering (NRE) to support enhancement of the existing NAVAIR MH-60 NASA Structural Analysis (NASTRAN) Finite Element Model (FEM) in support of regime recognition for the MH-60 platforms, as well as the development and improvement of the existing MH-60 crack and corrosion database.  This effort includes engineering services to NAVAIR in support of each MH-60 platform in order to provide guidance and substantiation for MH-60 regime recognition tasks.  The period of performance is anticipated to be one (1) base year plus four (4) one-year options. 

This action is being awarded on a sole source basis to MERC under the authority permitting other than full and open competition, Title 10, U.S.C. 2304 (c)(1), as implemented by FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements".  MERC is the only source with the requisite skilled personnel having the technical data, experience and knowledge, to perform these efforts in a timely and cost effective manner.  This is a follow-on effort to contract N00019-18-C-1026 that was awarded to MERC on 22 December 2017 with a period of performance through 30 September 2019. 

Note: This notice of intent is not a request for competitive proposals.  The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302.  The Government does not intend to fund the development or qualification of other sources for fulfilling this requirement.  Interested persons may identify their interest and capability to respond to the requirement.  However, any capability statements received by the close of the synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
