Sources Sought Notice:
The USPFO for WV on behalf of the West Virginia Army National Guard is issuing a sources sought as a means of conducting market research to delineate the capabilities of companies who can support the requirement for Military Entrance Processing Station Guidance Counselor (MEPS GC) support Services. The current requirement has been accepted by the Small Business Administration (SBA) under the 8(a) Program. Under FAR 19.203(c), if a requirement has been accepted by the SBA under the program it must remain under their program until SBA agrees to release it. The purpose of this sources sought notice is to facilitate the Government's determination whether or not procurement may be conducted based on two or more capable 8(a) contractor responses. A firm fixed price contract with one (12) month base period and four (12) month option periods are anticipated.

This is a non-personal services requirement to provide Military Entrance Processing Station Guidance Counselor (MEPS GC) support Services


The primary mission of the Military Entrance Processing Station Guidance Counselor (MEPS GCs) is to perform applicant enlistment processing functions, Quality Control of enlistment packets, and employ sales techniques required to accomplish applicant enlistment in the ARNG.

NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE: The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541611, Administrative Management and General Management Consulting Services, with the corresponding size standard of $15 million.


If your 8(a) organization has the potential capacity to perform these contract services, please provide the following information:


1) Organization name, address, email address, Web site address, telephone number, and Socio-Economic 8(a) Program status for the organization.


2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.


[Note: In accordance with FAR 10.001(b), agencies should not request potential sources to submit more than the minimum information necessary.]


The government will evaluate market information to ascertain potential market capacity to:


1) Provide services consistent in scope and scale with those described in this notice and otherwise anticipated.


2) Secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements.


3) Implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation.


4) Provide services under a performance based service acquisition contract


The Government would like to receive feedback from all interested 8(a) business.


Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.


Responsible source capability statements will be used by the Government to determine sufficient 8(a) small business for a competitive 8(a) small business award. The Government WILL NOT provide a debrief on the results of the survey. All information submitted will be held in a confidential manner and will only be used for the purpose intended.
