INTRODUCTION
This is a pre-solicitation notice and not a request for proposals (RFP).
INFORMATION
The Department of Veterans Affairs (VA) was granted authority to contract out for disability examinations under Public Laws 104-275 and 108-183. Under this program, a medical disability examination vendor is contracted, and that vendor hires medical disability examination providers to perform examinations of Veterans/Service members. VA requires a Contractor to perform medical billing audits to determine if documentation provides support of charges included in or omitted from a bill and to identify anomalies or questionable billing processes by the Medical Disability Examination (MDE) providers.
The Contractor shall be responsible to protect the privacy of any Veteran s personal information.
The main objective is to ensure the accuracy of medical billing. The goal is to protect against fraudulent claims and billing activity, to remedy over-coding, bad unbundling habits, code overuse, and to bill appropriately for documented procedures. In addition VA s objectives further:
1) Ensure appropriate methodology to include financial controls, identification of trends and unusual patterns, reimbursement deficiencies, and to improve processes; and
2) Ensure that appropriate services are provided in accordance with examination protocol and medical billing practices.
CONTRACT TYPE
The contract type will be Firm-Fixed Price covering a base period of 12 months with 4 (12 month) option periods.
NAICS
The North American Industry Classification System (NAICS) code(s) for this requirement is 541219-Other Accounting Services, which has a size standard of $20.5 Million. This is anticipated to be a SDVOSB set aside full and open after exclusion of sources, solicited through the Government Point of Entry website www.fbo.gov using both FAR 12 and FAR 15.
