The purpose of this RFP is to conduct substantive research into the direct and indirect impact of awarded Community Development incentives in Michigan. This study will recommend a new metric(s) that are better at highlighting the projected impact of a deal. Additionally, the study could suggest improved methods on how deals are evaluated.
The RFP is designed to provide potential bidders with sufficient information to submit a proposal that meets the MEDC's minimum requirements, but the minimum requirements contained in this RFP are not intended to limit the proposal's content or exclude any information the bidder feels is relevant or essential to their proposal.
