This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is 140F0219R0046 and is issued as a request for quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-06.

This RFQ is being advertised as a Total Small Business set-aside under the North American Industry Classification System (NAICS) code of 238160 - Roofing Contractors. The small business size standard for this procurement is $15M.


Description: This requirement is provide the necessary labor, equipment, supplies and materials to remove asphalt shingle roofing and replace a standing seam metal roof at Maxwell National Wildlife Refuge in Colfax County, New Mexico.


Line Item 000010: Delivery and Installation of new roofing system as described in the attached statement of work.


INSTRUCTIONS TO OFFERORS, EVALUATION FACTORS AND BASIS FOR AWARD:
The Government intends to award one firm-fixed price commercial purchase order.


This is a competitive best value source selection in which award will be made on the basis of price, technical capability and past performance in accordance with FAR 13.106-1 and 13.106-2. An offeror's submission shall represent the offeror's best efforts to respond to the solicitation.


The Government intends to award without discussions with respective offerors. The Government; however, reserves the right to conduct discussions if deemed in its best interest. The Government reserves the right to award one or no contract at all, depending on the quality of the proposals submitted. Failure to propose on any item in the Schedule including any option year or not correctly totaling the Schedule may cause the offeror's proposal to be rejected as non-responsive.


Responses shall be in writing, and submitted electronically to Eric_Brown@fws.gov not later than Friday, October 25, 2019 at 5:00 PM Mountain Standard Time. Quotes received after the due date and time may not be considered.

The magnitude of this project is less than $50,000.
