THIS NOTICE REPLACES 36C25818R0328 AND REFELCTS CHANGES TO THE PENDING MATOC LOCATIONS FOR WORK TO BE PERFOMED. THE PREVIOUS ANNOUNCEMENT WAS POSTED FOR THE REQUIRED ANNOUNCEMENT TIMEFRAME.
THIS IS A PRE-SOLICITATION NOTICE. This is not a solicitation. A solicitation will be issued on or about June 20, 2019 and shall remain open for approximately 30 days. This is to serve as an updated announcement for the pending MATOC solicitation that will be posted during June 2019 and reflects the changes noted below.
The Department of Veterans Affairs, Network Contract Office 22 Gilbert has a requirement for on-going facilities support for general construction, alteration, modification, maintenance and repair, demolition, design-build and new construction of buildings, facilities and real property located at Department of Veterans Affairs (VA) VISN 22 facilities located in Southern California.
The intent of the project is to award a Multiple Award Task Order Contract (MATOC)/ Indefinite Delivery Indefinite Quantity (IDIQ) contract. This will be a firm-fixed price contract. The solicitation is 100% set aside for Service Disabled Veteran Owned Small Businesses (SDVOSB) under Public Law 109-461, 38 U.S.C. 8127 and 8128 that can perform the requirements under the categories described in the solicitation when posted.
It is anticipated that the MATOC will be divided by one (1) Region (S. California) and further broken down by three (3) Dollar Value Categories. The intent is to allow SDVOSB contractors the ability to select the Category of interest in which the firm as the ability to perform. The dollar categories may reflect as follows:
Category A: $2K - $249,999.99
Category B: $250K - $2,999,999.00
Category C: $3.0M - $15,000,000.00
It is anticipated that there will be a total of three (3) Prototypical Seed Projects issued with the solicitation. The solicitation documents will include all specifications, statement of work (SOW) and drawings. There will be three (3) sites visits associated with the seed projects. Interested Contractors are strongly encouraged to attend one (1) or all three (3) site visits; date, time and location of site visits still to be determined. Information regarding the site visits will be indicated in the solicitation when posted along with POC information.
The applicable NAICS code is 236220 Commercial and Institutional Building Construction Contractors. Small Business manufacturers for this NAICS code have a size standard of $36.5M. The term of the contract is intended to be a two (2) year Base Period from date of award, with three (3) one (1) option years to extend. Each task order will have its own completion date established.
The anticipated Range of Magnitude for this project, in accordance with VAAR 836.204 is projected to be: More than $10,000,000.
It is strongly recommended that interested parties register in the US Department of Veterans Affairs Vet Biz database and the Small Business Administration (SBA) database. Registration may be accomplished at http://www.vip.vetbiz.gov/ and www.sba.gov/, respectively. A firm must be registered with the System for Award Management (SAM) database. Register via the SAM Internet site at https://www.sam.gov/. No state level certifications will be accepted.
Statement of Work, Specifications, and Drawings will be issued as attachments to the solicitation.
The Government will not reimburse the firm for their proposal preparation costs.
