MATLAB Software Licenses and Maintenance Agreement

The National Transportation Safety Board (NTSB) - Office of Research and Engineering has a requirement to renew the annual MATLAB software maintenance agreement from the MathWorks Inc. (MathWorks). Additionally, three new licenses will be purchased along with one additional signal processing toolbox. The maintenance agreement includes technical support of MATLAB software and the associated toolboxes used in accident investigation analysis. Examples of what the software and toolboxes are used to include: data acquisition, noise electrical analysis, image signal processing and map data animations.

This software is required to allow NTSB to interface with software applications developed by outside parties. Renewal of the existing licenses and purchase of the additional software is mission-critical for the NTSB to support accident investigations.


The following licenses will be renewed under the annual MATLAB software maintenance agreement 30255742:
491574, 491576, 491578, 491580, 491582, 491585, 491587, 851608, 491588, 851609, 902607, 972742, 1097901, and 1097902


In accordance with FAR 13.106, the NTSB intends to award a sole source contract to MathWorks for annual MATLAB software maintenance agreement. The software provided by MathWorks is proprietary and only authorized resellers of the required software will be accepted.


The software provides a computing environment that allows users to build tools for common tasks and to explore and develop solutions to new and novel problems.


In addition to the annual MATLAB software maintenance agreement includes the following support:


• Telephone and email access to technical support engineers.


• Automatic shipment of new releases of licenses products including CDs, bug fixes, product enhancements, and new documentation when available.


• Access to the download section of the Company website to obtain patches, point releases and major releases.


• Access to trial downloads of any product in the product family.


• Access to prerelease and beta versions of new products and upgrades.


• Ability to purchase additional products for licenses


The usage of this software is widespread, making it a common platform among engineers and allowing for easy collaboration and communication with outsiders. It is typically used in schools


for engineering computation classes. The intended sole source contract will be awarded under the authority of FAR 13.106-1(b)(1)(i).


The Period of Performance for this requirement is August 1, 2018 - July 31, 2019.


Description of Requirement
Renew the annual maintenance for existing MATLAB MathWorks Perpetual licenses:
491574, 491576, 491578, 491580, 491582, 491585, 491587, 851608, 491588, 851609, 902607, 972742, 1097901, and 1097902. Purchase three (3) new licenses and one (1) signal processing toolbox.


All of these exist under MathWorks Perpetual license assignment 30255742.


Renew the annual maintenance support for existing MathWorks Simulink, Blockset, and
Toolbox products which include:
a. Simulink (5 seats)
b. Aerospace Blockset (1 seat)
c. Aerospace Toolbox (2 seats)
d. Control System Toolbox (2 seats)
e. Curve Fitting Toolbox (1 seats)
f. Data Acquisition Toolbox (1 seat)
g. Database Toolbox (2 seats)
h. Image Processing Toolbox (2 seats)
1. Instrument Control Toolbox (1 seat)
J. MATLAB Compiler (2 seats)
k. MATLAB Compiler SDK (2 seats)
1. Mapping Toolbox (1 seat)
m. Optimization Toolbox (1 seat)
n. Signal Processing Toolbox (4 seats)
o. Statistics and Machine Learning Toolbox (2 seats)
p. Symbolic Math Toolbox (3 seats)
q. Wavelet Toolbox (3 seats)


An order is anticipated to be issued no later than August 1, 2018. All responsible sources may submit a capability statement, proposal, or quotation, by July 30, 2017 which will be considered by NTSB. Interested parties may contact P.
