The Library is accepting proposals for a marketing consultant to create a public relations/messaging campaign for the Library. The purpose of this RFP is to provide a fair evaluation for all candidates and to provide the criteria against which they will be judged.
The Library is considering a tax levy ballot issue in the near future. Preparations for the ballot issue will include a general public relations campaign in 2011 to lay the groundwork for a political campaign. The purpose of this RFP is to recruit a marketing consultant to lead the general public relations campaign. Dial in sessions,
telephone surveys and focus groups conducted by Telephone Contact Inc. (TCI) in 2010, indicated strong public
support for the Library but they also uncovered significant voter resistance to a tax increase even though the Library
has not asked for an increase since 1983. The goal of the public relations campaign will be to raise the profile of
the Library District, build goodwill among the public and to create a favorable atmosphere for a future political
campaign.
