SYNOPSIS:

****ATTENTION**** FORMAL COMMUNICATION RELATED TO THIS ACQUISTION MUST BE DIRECTED TO ATTN:  CCAM-MLH, Antionette McClinton, Contracting Officer, via email:  antionette.r.mcclinton.civ@mail.mil. ; No telephone requests will be accepted. The Security Assistance Management Directorate (SAMD) has a requirement for a Maintenance Support Services (MSS) for a 1-year base period with 4 one-year options contract with Cost-Plus-Fixed- Fee, Firm-Fixed Price, and Cost Reimbursable No Fee Contract Line Item Numbers .  The primary objective of this contract is to address contractor responsibilities to provide MSS to Foreign Military Sales (FMS) customer in maximizing aircraft operational capability and achieving training objectives to support the FMS mission.  The customer's fleet contains AH-64 Apaches, UH-60 Blackhawks, 406 Combat Scouts, and Schweizer 333s.  This will involve providing personnel, material support activity, commercial depot R&R Program, and other sub-contracts.  The personnel must be technically qualified to augment, assist, train, and advise the customer in the areas of logistics, operations, and training in order that aircraft operational capability can be sustained.  In addition, the contractor personnel may be utilized to teach, as necessary, at the Aviation School and Center, which provides the formal classroom training required by the FMS customer.  When classes are not scheduled, instructors may be directed to assist the maintenance effort by working as repairmen in the Aviation Intermediate Maintenance (AVIM)/Aviation Unit Maintenance (AVUM) facility or as directed. The contractor shall ensure personnel are technically qualified to support AVUM and AVIM level maintenance.  Contractor personnel shall be knowledgeable of the U.S. Army Aviation Maintenance System and familiar with technical manuals for the various aircraft in the customer's fleet.

All offerors must meet prequalification requirements in order to be eligible for award.  Firms that recognize and can produce the required service described above are encouraged to identify themselves.  Firms are encouraged to seek source approval in order to compete for future solicitations by accessing the website http://amcomdmz.redstone.army.mil/casl_cmo/casldba.casl_cmo_samsar. ; All responsible sources may submit an offer, which shall be considered by the Agency.  The closing date annotated is an estimated date and may be adjusted dependent upon the date of release for solicitation; however, the solicitation will not close prior to the date stated above.  Foreign Firms are reminded that all requests for solicitation must be processed through their respective embassies.  The applicable NAICS code for this requirement is (561990) with a Small Business Size Standard of ($12.0M).
