MAF Refuse Collection
Description
90th Contracting Squadron (90CONS/PKB), F. E. Warren AFB, WY anticipates the release of a solicitation for a
Firm-Fixed Price contract. This contract is to provide a streamlined means for the service of MAF Refuse Collection contract for the 90th Operations Group. The 90th Contracting Squadron is issuing this solicitation in accordance with FAR Part 12, Acquisition of Commercial Item, & FAR Part 13, Simplified Acquisition Procedures. The anticipated contract is 100 % Small Business Set-aside. The North American Industrial Classification System (NAICS) code for this procurement is 562111 (Solid Waste Collection). The business size standard for NAICS 562111 is $38.5 million.
The closing date for the receipt of proposals will be on 21 December 2017 at 2:00 p.m., Mountain Time.
This solicitation will be posted to the Federal Business Opportunities (FBO) web-site as Full and Open Competition after exclusion of sources.
A complete solicitation package is scheduled to be released and made available only through the Government-wide Point of Entry (GPE) at the FedBizOpps website at https://www.fbo.gov on or about 21 November 2017 with an anticipated closing date for proposals on or about 21 December 2017 at 2:00 p.m. Mountain Time. In accordance with Department of Defense (DoD) policy, all contractors must be registered in System for Award Management (SAM), https://www.sam.gov, to be eligible to receive an award.
This solicitation will be available via internet only, meaning solicitation documents will not be available by any other means. The Government intends to award a Firm-Fixed Price Contract resulting in one (1) base year and three (3) option years. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-95 effective 19-Jan-17, Defense Federal Acquisition Regulation Supplement DPN 20161222 effective 22-Dec-16 and Air Force Federal Acquisition Regulation Supplement AFAC 2017-1003 effective 03-Oct-2017.
The proposed contract would require providing refuse collection for 15 MAFs (Missile Alert Facilities), throughout Wyoming, Nebraska, and Colorado. (Please see Performance Work Statement for more details.) The Contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision, transportation and other items and service necessary to perform refuse removal services on a bi-weekly basis.
