MINIMUM TECHNICAL REQUIREMENTS:
Battery test system must be capable of testing batteries/cells and have the functionality listed below:
b" Capability to monitor temperatures of the batteries/cells under test and have T-type thermocouple interface
b" Perform tests with the following capabilities
o Charge and discharge at constant current
o Charge and discharge at constant Voltage
o Charge and discharge at constant Power
o Charge and discharge at constant Resistance
o Measure AC impedance of test battery/cell at 1kHz.
o Test procedures must have capability to perform arithmetic functions
o Test procedures must have capability to invoke sub-procedures
b" Have a charge voltage range of 0 b 10V
b" Have a charge current range of 0 b 5A
b" 16 test channels, with 16 T-type thermocouple inputs for the purpose described in 1st bullet above
b" System must fit the test bench shelf which has a volume of 50b W x 26b D x 21b H
b" Power Source 110V AC
b" Software to control test unit and to gather data for archival purposes.
b" Weight limit of 150 lbs
Offerors questions shall be submitted no later than 5:00 PM PST 02 June 2014, the government will provide a response no later than 06 June 2014, and the proposal shall be submitted no later than 5:00 PM PST 11 June 2014 and shall be valid for 60 days.
