M41 PATS Calibration and Repair Parts
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
Solicitation number W31P4Q-14-C-0138 is issued as a Request for Quotation
(RFQ). The Government reserves the right to award without discussions.
The solicitation document and incorporated provisions and clauses are in
effect through the Federal Acquisition Circular 2005-71.
The requirement is not a set aside. The small business size standard is 500.
Description of the requirement is as follows: Solicitation Number W31P4Q-14-
C-0138 is issued as a request for a Firm Fixed Price quote to purchase replenishment calibration and repair parts for the specialized M41 Protective Assessment Test System (PATS) gas mask, manufactured by TSI, Incorporated of St.Paul, MN. The US Army Contracting Command, Redstone
Arsenal, intends to issue a sole source contract to TSI,
Incorporated, 500 Cardigan Road, Shoreview, MN, USA 55126. The statutory
authority permitting other than full and open competition for this requirement is
10 U.S.C. 2304 (c)(1) as implemented by Federal Acquisition Regulation
(FAR) 6.302-1(a)(2) entitled only one responsible source and no other
supplies or services will satisfy agency requirement.
The provision at DFARS 252.211-7003, Item Unique Identification and Valuation, applies to this requirement.
The provision of FAR 52.212-2, Evaluation- Commercial Items, its applicable.
The lowest price technically acceptable to the sole source evaluation factor.
Offerors shall include a completed copy of the provision at FAR 52.212-3.
Offeror Representatives and Certifications-Commercial Items.
Clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies
to this acquisition.
Clause 52.212-5, Contract Terms and Conditions- Required to implement
Statues or Executive Orders-Commercial Items, applies to this acquisition and
additional FAR clauses may be cited as needed.
Terms and Conditions for this requirement are consistent with customary
commercial practices. Contract financing is not authorized. Payment shall be
made through Wide Area Work Flow (WAWF), in accordance with DFARS
Clause 252.232-2006.
This is a DPAS DO rated order.
All quotes are due no later than 4:00 p.m.(CST) 8 August 2014, to the Army
Contracting Center, Redstone Arsenal, Building 5250, A-wing, 3rd Floor W/S
C102, Redstone Arsenal, AL 35898-5280. All responsible sources may submit
a proposal or quotation, which shall be considered by the agency. Electronic
quotes are preferred and may be submitted to lillian.m.davis.civ@mail.mil.
Quotes/offers received after the specified due date and time shall not be
considered for award. Verbal/Oral communications are not acceptable in
response to this notice.
