Description: M303 Blasting Demolition Kit

The U.S. Army Contracting Command- New Jersey (ACC-NJ) on behalf of the Project Manager for Close Combat Systems (PM-CCS), Picatinny Arsenal, NJ 07806-5000 is conducting market research to identify potential sources that have developed and can manufacture full kits, to include load, assembly, & packing of kits and replenishment items for the M303 Blasting Demolition Kit (BDK). Responses to this Market Survey/Sources Sought Notice (SSN) shall include capabilities to provide supplies and services to plan, manage, and execute engineering, manufacturing, and technical support tasks that will be necessary for the full kits and replenishment items for the M303 BDK.


The M303 BDK hardware consists of twenty-one (21) different items from a combination of commercial off-the-shelf items, modified commercial off-the-shelf items, and unique demolition kit fabricated items. Items include four (4) sizes of Explosively Formed Penetrators (EFPs), fence piercing EFPs, multiple fragmenting EFPs, four (4) sizes of linear shaped charge (LSCs) containers, three (3) sizes of conical cavity charge containers, two (2) sizes of magnets, telescoping support poles, tripods, elastic cable, special mounting brackets, cable ties, priming adapters, special purpose tape, two (2) sizes of bar and cable cutters, and graphic training aids.


Interested sources shall also provide information regarding their relevant capabilities to procure, fabricate, load, assemble, pack, inspect/test, and deliver demolition kit hardware. Past experience with either the M303 program or other similar programs is requested to assess a potential source's ability to provide deliverable end items in accordance with a Statement of Work (SOW), U.S. Army engineering drawings, detailed specification(s), Special Packaging Instructions (SPIs), and Contract Data Requirements List (CDRLs). In addition, past experience with engineering tasks such as tolerance studies, materials studies, submission of Engineering Change Proposals (ECPs), and Requests for Deviation/Variation (RFD/V) for either the M303 or other similar programs is requested.


Government owned drawings for the M303 BDK's unique items are marked Distribution D, with distribution authorized to the Department of Defense and U.S. DoD contractors only. In addition, the M303 Blasting Demolition Kit contains items whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., Sec 2751, et seq.) or Export Administration Act of 1979 (Title 50, U.S.C., App 2401, et seq.), as amended. Violations of these export laws are subject to severe criminal penalties. This is being provided for informational purposes only and no drawings will be provided as part of this Sources Sought Notice.


ELIGIBILITY
The applicable 2012 North American Industrial Classification System (NAICS) code for this requirement is 332993 Ammunition (except Small Arms) Manufacturing with a Small Business Size Standard of 1,500 employees. The Product Service Code (PSC) is 1395 - Miscellaneous Ammunition. The National Stock Number (NSN) for the M303 BDK is 1375-01-612-5658.


Interested parties that believe they can meet the above requirements shall provide their capabilities. Responses shall include at a minimum: (a) name of company including contact person's name, company address, telephone numbers (voice) and e-mail address and (b) company size (i.e. large, foreign, small disadvantaged, veteran owned, woman owned, etc).


This market survey is for information and planning purposes only, it does not constitute a Request for Proposal (RFP) or an obligation on the part of the Government. Responses to this market survey are not proposals and cannot be accepted by the Government to form a binding contract. This is not a guarantee of a future RFP or an award. This notice shall not to be construed as a commitment of any kind by the U.S. Government. The U.S. Government implies no intention or opportunity to acquire funding to support current or future efforts. If a formal solicitation is generated at a later date, a separate solicitation notice will be published. No award will be made as a result of this market survey. All information is to be submitted at no cost or obligation to the Government. The information provided will not be returned. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this market survey. The Government is not obligated to notify respondents of the results of this survey.
