1. DESCRIPTION OF INTENT:


THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes. No contract will be awarded from this announcement. This is not a Request for Proposal (RFP) nor an announcement of a forthcoming solicitation. Response to this market survey is voluntary and no reimbursement will be made for any costs associated with providing information in response to this market survey and any follow-on information requests. Data submitted in response to this market survey will not be returned. No solicitation document exists at this time, and calls requesting a solicitation will not be answered

Responses to the RFI are due on November 3, 2017. Responses received after this, whether received by email or by mail, may not be considered. Please note that all questions and answers will be posted anonymously to this website. The cut-off date for questions is October 24, 2017. Questions that are received by this office after the deadline will be considered late and may not be answered.

5. OBJECTIVE:


The purpose of this market survey questionnaire is to obtain information about industry capability to satisfy the Product Manager - Self-propelled Howitzer System (SPHS) requirement for the M109A7 M284 Breech Reliability Upgrade Kit.


Product Manager-SPHS is considering sources capable of manufacturing the M109A7 M284 Breech Reliability Upgrade Kit, to include Logistics Support and Quality Support.



6. GENERAL:


PM AFV is seeking information on interested sources capable of manufacturing the M109A7 M284 Breech Reliability Upgrade Kit Part Number (PN) 11583131 per the attached Technical Data Package (TDP) ("Attachment 1 L17A1005_M284_M49_FMA_19JUN17 dwgs").


7 Capability: Logistics - Packaging and Assembling of Kits:


Describe your company's experience in supplying Modification Work Orders (MWO) kits for installation on tracked combat vehicles by answering the questions below.


7.1 Type of kits, number of components in each kit, and the total number of kits your company has provided.


7.2 Quantity and type of components your company manufactured for inclusion in kits.


7.3 Quantity and type of components your company purchased for inclusion in kits.


7.4 What program were the contract(s) issued for and what were the periods of performance and deliverables?



8. Capability: Production


8.1 Describe your company's capability to manufacture the M109A7 M284 Breech Reliability Upgrade Kits in accordance with the draft Technical Data Package (see "Attachment 1 L17A1005 M284 m49 FMA 19 Jun 17") and the Quality Assurance Provisions (QAP) (see "Attachment 2 L17A1005_M284_M49_FMA_19JUN17 qap". Note that the Spindle Nut would need to be manufactured in accordance with drawing 8768716 (see "Attachment 3 8768716-E-NUT.pdf") and then modified as detailed in "Attachment 1 L17A1005 M284 m49 FMA 19 Jun 17". See Attachment 4 "BR Upgrade Kit per veh (v1) and Firing Mechanism Breakdown" for a pictorial breakdown of the M109A7 M284 Breech Reliability Upgrade Kit and a further breakdown of the Firing Mechanism Assembly's subcomponents.


8.2 Describe your firm's current production capacity expressed in number of M109A7 M284 Breech Reliability Upgrade Kits produced and delivered to customers per month and describe your company's capability to manufacture at the following rate:


- June 2018 thru May 2019: 33 M109A7 M284 Breech Reliability Upgrade Kits per month (See "Attachment 4 BR Upgrade Kit per veh (v1) and Firing Mechanism Breakdown" for the list of subcomponents that make up one M109A7 Breech Upgrade Kit)


8.3 Describe your firm's minimum (sustaining) and maximum (capacity) manufacture and deliver quantities.


8.4 Describe your firm's estimated lead time to manufacture and deliver the M109A7 M284 Breech Reliability Upgrade Kits. For the purposes of this RFI use a quantity of four (4) for a set of first article assets, followed by an estimate for the production of M109A7 Breech Upgrade Kits based upon the quantities listed in the previous section 8.2.


8.5 Provide past experience with Armored Tracked Combat Vehicles. Provide a list of related products that were produced and delivered by your firm for incorporation into Armored Combat Tracked Vehicles and indicate the vehicles that they were incorporated into.


8.6 Provide information related to any other products or vehicles that your firm's products have been utilized within in commercial or non-commercial applications.


8.7 Has your firm manufactured large caliber cannon components in the past? If yes, provide a list of the large caliber cannon components previously manufactured and have these components been manufactured to the cage code 1NUW7.


8.8 What is your previous experience with ion nitride hardening? Is this a process that will be provided in or out of house?


8.9 What is your experience with machining steel components held to tolerances of +/- .002 inches.


8.10 Explain if and how you perform incoming inspection on Commercial-Off-The-Shelf (COTS) items (i.e. spring pins, screws...etc) to confirm they meet specification requirements.


8.11 What is your previous experience with small near net shape steel forgings?


8.12 What is your previous experience with the coatings included in the TDP provided?


8.13 What facility upgrades and facility acquisitions are planned or would be required to support manufacturing effort


8.14 Describe the level of subcontracted labor, processing, and materials.


8.15 What are the long lead tooling and equipment that would be required for this effort


8.16 What is the estimated procurement time for the long lead subcomponents and materials.


9 Capability: Quality Assurance


9.1. Describe your company's Quality Management System (QMS). Is your company 3rd party certified to an internationally recognized QMS (ex., ISO 9001-2008, AS9100, TS16949)? If so, what QMS are you certified to? If certified to ISO 9001-2008 or TS16949, do you plan for ISO 9001-2015 3rd party certification prior to deadline?


9.2 Describe your company's experience and integrated methodologies for performing failure analysis, root cause and corrective action.


9.3 Describe your company's Supplier Quality Assurance (SQA) program to include a description of how you perform product and process verification throughout the supply chain.



9.4. Explain previous experience with functional testing required per the quality acceptance provisions.
