The Naval Air Systems Command (NAVAIR) intends to award a sole source delivery order under Basic Ordering Agreement (BOA) number N00019-16-G-0001 to The Boeing Company for a non-recurring engineering change proposal (ECP) for the lower lobe vibration to include kit procurement for the P-8A retrofit aircraft, technical publication updates, and technical directive development.

All materials, structural components, wiring, cabling, and associated equipment necessary for installation of the required changes will be provided by the Contractor.  An engineering change proposal and technical directive shall also be developed and delivered in support of this change proposal.  Changes will be incorporated into test and fleet aircraft and required materials and parts will be assembled as an installation kit for aircraft to be retrofit. 

It is anticipated the Contractor will provide tools needed to perform the modification, including special tooling to conduct testing or installations.  All change documentation, drawings, and functional checkouts required to reflect the final configuration will be provided by the Contractor.  In support of these retrofit efforts, the Contractor shall procure required hardware and provide kits to support the retrofit schedule. NAVAIR will work with the Contractor to define hardware plans for new retrofit kits, as required. 

NAVAIR intends to negotiate and award this delivery order utilizing other than full and open competition pursuant to the authority at FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." 

This notice of intent is not a request for competitive proposals.  NAVAIR synopsized the BOA to the government-wide point of entry (FedBizOpps website-www.fbo.gov) on 24 March 2015 and included a point of contact for subcontracting opportunities to broaden industry and small business participation.  The Government will not consider any information submitted by interested parties in response to this Presolicitation notice.  Companies interested in subcontracting opportunities should contact Boeing directly via Paige V.
