The Gifford Pinchot National Forest intends to acquire by contract foundation preparation and backfilling at the Lower Falls campground and Day Use area located within the Mt. Adams Ranger District. This contract consists of the removal and disposal of existing composting comfort stations, including designated site improvements, excavation and backfill, installation of timber stairs, asphalt placement, and foundation preparation for new pre-cast concrete comfort stations. The pre-cast comfort stations will be provide and installed (placed) through another contract, but this contract will be responsible for the foundation preparation and backfilling of the comfort stations. Field work shall start September 3rd, 2019, no exceptions. All work, including punch list items, site cleanup, and de-mobilization, shall be completed prior to October 31st, 2019. The contractor shall provide all management, labor, tools, equipment, supplies and incidentals necessary to ensure the work is performed in accordance with the solicitation requirements.


The project is located at the Lower Falls Campground and Day Use Area and is located entirely on the Gifford Pinchot National Forest. The current entrance is located off Forest Road 90 in Skamania County; latitude 46.156743°, longitude -121.882655°; T8N, R7E, Section 25, Willamette baseline & meridian; Spencer Butte 7.5 minute USGS quadrangle sheet. Contractor may camp nearby at the Lewis River Horse Camp overflow site, located 3 miles north of the project site on Forest Road 90. Camping shall be allowed in the graveled overflow parking area only, and shall be restored to its pre-construction condition at the end of this project.



This acquisition is a 100% Small Business set-aside. The applicable NAICS code is 238910- Site Preparation Contractors. The corresponding size standard is $15 million. Offerors will be evaluated on technical capability (experience), past performance, capacity to accomplish work on time and price. The Contract will be awarded to the offeror whose submittal, in compliance with the solicitation, is the best value to the Government. The Government total estimated value is between $250,000 and $500,000.



All responsible sources may submit an offer which will be considered by the government. Prospective contractors must be registered in the System for Award Management (SAM) prior to award of a contract. Lack of registration in the SAM Database will render an offeror ineligible for award. SAM replaced the Central Contractor Registration (CCR) Database. Offerors may obtain information on registration and annual confirmation requirements via the internet at: https://www.sam.gov/portal/public/SAM/.



There will be a Pre-Bid Tour for the project. The date of the tour will be posted by the Contracting Officer in the solicitation, and it is the responsibility of the Contractor to obtain the date from the Contracting Officer. A solicitation for this project will be posted to this website on or around June 27, 2019 with offers due around July 26, 2019.
