Request for Proposals
Low-Income Housing Tax Credit Program Consultant Services
The Connecticut Housing Finance Authority (CHFA) administers the federal Low-Income Housing Tax Credit (LIHTC) Program for the State of Connecticut (the State). CHFA is seeking proposals from professionals with experience in the area of affordable housing policy, development, and/or investment and knowledge of Section 42 of the Internal Revenue Service Code for assistance in assessing CHFAs current administration and implementation of the LIHTC Program. This assessment will include review, research and analysis of Connecticuts affordable housing environment, the best practices of other LIHTC allocating agencies, and elements of affordable housing developments that are attractive for investment. The information gathered through this process is intended to be used to improve CHFAs LIHTC Program, draft the 2011 Qualified Allocation Plan, create an evaluation process for LIHTC applications that will result in impartial and efficient allocation of LIHTCs and accomplish State housing objectives.
CHFA reserves the right to exclude any respondent who is currently part of a development team that has applied for or received CHFA financing and/or LIHTCs. Note: the selected respondent will be excluded from participating on a development team seeking LIHTCs from CHFA through the LIHTC Program year ending 2013.
Responses to this RFQ must be received by the Authority no later than 12:00 p.m. on December 18, 2009.
