The Army Contracting Command (ACC) New Jersey, Picatinny Arsenal, NJ 07806-5000 is conducting a Market Survey on behalf of the Combating Terrorism Technical Support Office (CTTSO) to implement and evaluate a low visibility covert operations and technical equipment course for integrating both United States and partner nation Special Operations Forces (SOF) in an overseas environment.

This Sources Sought is for planning purposes only and shall not be construed as a solicitation or an obligation on the part of CTTSO. Current United States and partner nation SOF combined training focuses primarily on declared and overt tactical operations while minimally addressing the emerging trend of low visibility and covert operations against a non-nation enemy. The limited existing low visibility and covert operations training lacks mission enhancing technical equipment thereby limiting the overall value and effectiveness of the training conducted. The intent of this Sources Sought is to identify vendors that have the ability to readily implement and evaluate basic covert operations and associated technical equipment pilot courses as well as a train-the-trainer course for United States and partner nation SOF in an overseas environment. The vendor must have past company experience developing, implementing, and evaluating physical and technical surveillance training and associated technology. The vendor must be able to provide instructor and subject matter expert (SME) support. The vendor must be able to develop a low cost (i.e. maximum $2000) surveillance kit consisting of multiple items (i.e. voice recorders, cameras, and remote control devices) for use in the training environment and operationally upon completion of the training. The vendor will create all necessary training support documentation including an Emerging Technology Insertion (ETI) Plan to ensure the latest capabilities can be integrated into the training.

A potential vendor will be responsible for delivering:
a. Three (3) five-day low visibility covert operations and technical equipment integration courses. Anticipated number of students per course is 25. Each class session will run a maximum of 12 hours per day and will include classroom instruction and practical application exercises. A minimum of two (2) vendor provided instructors will be required to support each course.
b. One (1) ten-day train-the-trainer low visibility covert operations and technical equipment course. Anticipated number of students per course is 10. Each class session will run a maximum of 12 hours per day and will include classroom instruction and practical application exercises. At least one (1) vendor provided instructor will be required to support the course.
c. One hundred and twenty (120) low visibility covert operations and technical equipment SME hours.
d. Surveillance kit for training and subsequent operational use. The vendor will list the items they will include in each kit and the estimated cost per kit.
e. All training support documentation including an ETI Plan.

Response:
Responses to this RFI must be unclassified. Responses should be submitted no later than 1700 hours on 17 November, 2014. Electronic responses are to be in Adobe PDF or Microsoft Word format using a size 12 font with one inch margins. Adobe PDF format is preferred.
Responses should include a cover letter and at a minimum, provide the following:

1) A cover letter
2) A cover page labeled with the heading quote mark Low Visibility Covert Operations and Technology Training quote mark , name of company, name of corporate point of contact (POC), name of technical POC, telephone number for each POC, full mailing address, e-mail addresses for each POC, CAGE Code, NAICS code for your business and any other pertinent information.
3) Interested parties are requested to provide no more than FIVE (5) pages of technical information regarding their relevant capabilities by proving the following information:
a. Identify instructional design, managing and technology development experience of similar capabilities of equal or greater complexity.
b. Identify existing facilities, equipment and workforce (identify what percentage would be supporting this new effort and what additional resources would be required).
c. Identify lead-time, including analysis, design, and development time, to implement the capability.
d. Identify subject matter expertise in low visibility covert operations and associated technical equipment.
e. Identify experience assembling and delivering surveillance kits for training and subsequent operational use.
f. Please provide any additional comments or other relevant past performance pertinent to the scope of services described herin.

The capabilities requested above cover a broad range of expertise that may or may not be available from one source. Respondents should specify if they are able to provide all of the requested capabilities or only specific areas. Respondents can include additional information, such as brochures, reports, or any other specific information that would enhance the Governments evaluation of the current market conditions for a service contract of this nature.

As a result of this Sources Sought, a Request For Proposal (RFP) may be issued to procure the Low Visibility Covert Operations and Technology Training.
