The National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), on behalf of the Northeast Fisheries Science Center (NEFSC) Highlands, New Jersey, requires the delivery of low sulfur #2 diesel heating oil from January 1, 2019 through May 31, 2019. 


Requirement: The Contractor shall provide all plant, trained labor, equipment, materials, supervision, transportation, permits, insurance, and quality control necessary to deliver low sulfur #2 diesel heating oil from January 1, 2019 through May 31, 2019 in accordance with the attached Statement of Work. 


Basis of Award: Best value to the government specifically lowest price technically acceptable. Price per gallon delivered for heating fuel using OPIS plus all profit and other fees. The basis of award will be the amount added to the OPIS pricing. 


The solicitation will be issued as a 100% small business set-aside. The NAICS code is 324110. The solicitation will be issued as a Request for Quote (RFQ) and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-101 and FAC 2005-101 continued, effective 26 October 2018. The Government anticipates awarding a firm fixed price contract to the contractor whose offer represents the lowest price technically acceptable. RFQ will be available on or about December 13, 2018, in accordance with Federal Acquisition Regulation (FAR) Subpart 13 via the Federal Business Opportunities (FedBizOpps) website http://www.fbo.gov. The solicitation number is 1333F-19-Q-NFFM-0013; Hard copies of the RFQ will not be issued. 


It is incumbent upon the contractors to monitor the FedBizOpps site for the solicitation release and all subsequent amendments. The anticipated award date will be on December 27, 2018. This acquisition will be awarded as a firm fixed price order under Simplified Acquisition Procedures (FAR Part 12 (Commercial Acquisition) and FAR Part 13 (Simplified Acquisition)). All responsible small business sources may submit a quote which shall be considered by the agency.
