Under contract to the U.S. Department of Energy, Fermi Research Alliance (FRA) is leading the Long-Baseline Neutrino Facility (LBNF) Project. FRA will provide facilities to enable a world-class program in neutrino physics that can measure the fundamental physical paraments, explore physics beyond the Standard Model and better elucidate the nature of matter and anti-matter. Specifically, the LBNF Project will involve building a new high-intensity neutrino beam at the Fermi National Accelerator Laboratory (Fermilab) aimed at the Sanford Underground Research Facility (SURF), 1,300 km away, where the international community will build a neutrino detector. The LBNF Project will be optimized for precision measurement of neutrino oscillations with the goal of searching for charge parity-violation in the neutrino sector, as well as making other precision oscillation measurements.
The LBNF Project will construct the Near Site Conventional Facilities (NSCF) at Fermilab in Batavia, IL. This requires the design of these NSCF to be in accordance with requirements and applicable codes and standards using subcontracted professional engineers and architects. The Architect and Engineering Subcontractor (A/E) shall furnish the personnel, facilities, equipment, materials, and supplies necessary to perform Preliminary Design, Final Design, and A/E services during construction required for the LBNF NSCF project at Fermilab.
To construct LBNF NSCF facilities at Fermilab, FRA intends to procure A/E services through a competitive procurement. FRA will award one Indefinite Delivery Indefinite Quantity (IDIQ) subcontract which will provide for fulfilling all actual A/E services requirements for this project for the specified period in the subcontract with Firm Fixed Price (FFP) task orders.

The general scope of work for this subcontract includes providing subcontracted professional A/E design services for the LBNF NSCF to execute upcoming phases of the project including Preliminary Design, Final Design, and A/E services during construction. The design and construction of Technical Systems for the beamline and the near detector will be provided by others, but will require the interface and coordination with the A/E Subcontractor that will design the CF.


A/E proposing firms/teams will need to demonstrate extensive experience in design of geosynthetic water barrier systems, complex concrete structures, deep foundations, deep surface excavations, protection of existing buried structures, numerical modeling of settlements, rock mechanics, shaft construction, mass concrete and geotechnical and hydrogeological investigation and analyses.


The anticipated period of performance for the IDIQ subcontract is 2019 through 2027.
