Logistic Support for O Level PSE
The Naval Air Warfare Center Aircraft Division Lakehurst, NJ, intends to submit a sole source Request For Proposal (RFP) to Sikorsky Aircraft Corporation, 6900 Main St. Stratford, CT 06614; CAGE 78286 to procure the upload and Government retrieval ability of Logistic support for the Product Support Analysis (PSA) Program for Organizational (O) level Peculiar Support Equipment (PSE) into the Sikorsky Aircraft Maintainability System (SAMS) database for the CH-53K aircraft. The contractor will conduct the required PSA activities for specific PSE as required by the PSA level (PSA-1 through PSA-4) assigned to each unit of PSE per the Support Equipment Recommendation Data (SERD). This requirement includes documentation of all PSA activities in the database for Government required PSA report extraction. The report will include Product Supportability Analysis Plan; Level of Repair Analysis; Reliability Centered Maintenance analysis; Failure Mode, Effects and Criticality Analysis Report; Task Inventory and Task Analysis reports; A Maintenance Plan; Support Equipment Logistics Product Data Database Software; Support Equipment Logistics; Product Data Database; and PSE Logistics Data Reviews.
The Government intends to procure the above items under the authority of 10 USC 2304 (c) (1), FAR 6.302-1. Sikorsky is the Original Equipment Manufacturer (OEM) of the CH-53K and is the only company authorized to enter the proprietary technical data into the SAMS database for the CH-53K Aircraft. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, responsible sources are encouraged to submit a response to this synopsis in writing that may be used by the Government to determine whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
