The City of Logan is requesting proposals for the preparation of a Specific Plan for Downtown Logan. The plan will guide development and transportation enhancements, and recommend market and economic restructuring for the City of Logan and the Logan Downtown Alliance. The process should employ the organizational principles of the Main Street Approach developed by the National Main Street Center, including the National Main Streets Four Point Approach. The proposal will utilize the information resulting from the joint Logan City and Utah State University planning and design charrette, conducted in the Spring of 2008 as a base of knowledge and ideas from which to begin work. The project area for the Plan is generally defined as 200 East to 100 West, from 500 North to 200 South.

The Logan Downtown is the cultural and historic heart of the City, and should serve as the nucleus from which city activity and vitality flows. The Plan will build upon recent large-scale public and private improvement projects, as catalysts for future improvements. The Plan will involve public education and participation. It is important that those most directly impacted by the plan have a role in developing solutions and alternatives during the planning process The Plan should therefore involve, among others, the Logan Downtown Alliance (LDA), in achieving its goals and implementation.

The Specific Plan for Downtown Logan addresses a unique opportunity for the community to achieve its transportation and community design goals.
