The government has a request for lodging. The required location shall be within a 15 mile radius of Bakersfield, CA.

Acquisition Description: 44 each rooms, every room will include a minimum of two beds.


Period of Performance (POP): March 2, 2016 is check in; March 5, 2016 is check out.


The government reserves the right to disqualify a quote if the hotel is considered to be located in an unsafe area.



INSTRUCTIONS TO OFFERORS
1. All questions shall be in writing. Do not call with questions. Questions may be emailed to Dan Helmig at daniel.a.helmig.mil@mail.mil. Questions must be submitted NLT 10 FEB 2016 @ 11:00 am.


2. Contractors shall quote on all CLINS. CLIN pricing should be all inclusive of labor, labor burden, other direct cost (material, equipment, fees, licenses, etc.), G&A and profit. Only one quote will be accepted per contractor. Quotes are due NLT, 11 FEB 2016 @ 11:00 am EST. Quotes shall be emailed.



YOU MUST INCLUDE ALL CERTIFICATIONS AND REPRESENTATIONS WITH YOUR QUOTE.


4. It is the quoter's responsibility that all quotes submitted, regardless of method of transmission, are received in this office prior to the times and date for receipt of quotes.


5. Anywhere in this solicitation where the term "offer" is used, it is hereby changed to read "Quoted"


6. Anywhere in this solicitation where the term "offeror" is used, it is hereby changed to read "Quoter"


7. You must be registered in the System for Award Management (SAM) in order to be awarded a Department of Defense contract. If you need to register in SAM, go to the website https://www.sam.gov.


8. Due to restricted access to Fort Dix, Contractors that will be hand carrying their quote are required to submit to the Contracting Officer a list of personnel planning to deliver the package not later than 24 working hours prior to the due date. Contractors must also furnish the approximate time of arrival and the gate they will utilize. Contractors are cautioned that there may be delays at the gates and should allow adequate time for entering the installation to ensure packages are received prior to the time and date for receipt of quote. All individuals must have a pictured ID and no substitutions are authorized. Vehicles are also subject to search. .


9. QUOTES MUST INCLUDE THE FOLLOWING INFORMATION:

a. A list of facility amenities
b. Pricing (see #2 above), CAGE code, DUNS number, and Federal Tax ID
c. Third party providers should include the additional information requested in #10 below

10. This is not a solicitation for Event Planning Services. For a proposal submitted by an offeror that is not a hotel, the offeror must describe in its proposal the technical approach for the offeror's services as a prime contractor and must also include a copy of all insurance (s) (standard business, liability, extraordinary insurances) in order to submit a complete technical proposal for evaluation purposes.) (Again, this is not a solicitation for Event Planning Services. An offer which requires the Government to execute a separate agreement with a third party hotel shall be deemed technically unacceptable).


11. The contractor must provide a Point of Contact (POC) at the facility from
commencement to conclusion of the event. The POC must not be an employee of the subcontractor. The name of the POC must be submitted with their quote/offer.

The contractor must demonstrate the financial capabilities to fulfill the proposed event.


The contractor must submit the Federal Emergency Management Agency (FEMA) Certification of the proposed facility for the event with their offer/quote.


The contractor must submit with their offer all subcontracting agreements with their offer/quote.


 


"Funds are not presently available for this acquisition. No contract award will be made until
appropriated funds are made available."


 



BASIS OF AWARD: Award will be made only after agreement has been reached on all terms and conditions and a fair market price for the services to be acquired. The basis for award of contract resulting from this solicitation will be the results of the evaluation of the Factors specified in this solicitation utilizing the Lowest Priced Technically Acceptable (LPTA). The Government intends to award one Firm Fixed Priced (FFP) contract. The Government will assign a rating of "Acceptable" or "Unacceptable" for all the non-price Factors. In order to be considered for award, there must be an "Acceptable" rating in every non-price Factor.


A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.


 


Quotes must include the following information:


a. Technical: Facility Assessment consisting of cleanliness, security, amenities, and conformance with Performance Work Statement requirements.


 


b. Price: pricing for each Line Item. Pricing must be submitted in the proper format. The proper format consists of QUANTITY * UNIT AMOUNT = NET AMT. In the event there is a difference between a unit price and the extended total, the unit price will be held to the intended price. If the offeror shows only the total price but fails to enter a unit price, the total divided by the estimated quantity will be held to be the intended price.
