This is not a solicitation announcement. This is a sources sought synopsis only. Information is requested to determine capabilities of firms to fulfill this requirement. This sources sought also serves to help ascertain whether any small business set-aside is appropriate.




The 115th Fighter Wing in Madison, WI has an anticipated requirement for an automated lodging reservation system for local use. The system is intended to provide remote users the ability to make, change, cancel and confirm lodging reservations by telephone, internet, and smartphone applications (Android and iOS). The data collected by the reservation system will be utilized by the 115th Force Support Squadron to manually place reservations directly with multiple hotels.


The system shall allow multiple profiles, each with unique credentials and access, at the site to input lodging parameters, such as authorized dates, multiple lodging facilities, costs of single and double rooms at each facility, and maximum number of rooms available at each location. Hotels have different availability and different rates for single and double occupancy, and each will vary throughout the year. It shall allow the site to input order of preference for these facilities. The system shall allow the site to control if all lodging will be offered to a remote user or if it will assign the most appropriate lodging. It shall allow assigning categories to individuals, such as whether an individual is authorized a single or double room, and it will record reservations appropriately. The site shall have the ability to enter cut-off dates.


Output requirements:
-View all upcoming reservations for a member.
-View all reservations at a defined lodging site for a selected date
-Audit log that tracks call activity, such as time/date called, request made, and if hung up before completing request.
-Export lodging assignments to Excel.
-Calculate total price for selected date(s), allowing filtering by site.



The following information is requested in response to this sources sought:


1. Information regarding availability of software or software/hardware combinations that can fulfill this requirement, to include use charges, support, software upgrades, required customization, and other factors that may affect life-cycle costs.


2. Name of the firm, point of contact, phone number, email address, DUNS number, and CAGE code.


3. Information regarding any existing AFWAY, NETCENTS, or GSA contracts.


4. A statement regarding small business status (including small business type(s)/certification(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code.


5. Identify any condition or action that may have the effect of unnecessarily restricting competition with respect to this acquisition. Provide the specific aspects that unreasonably restrict competition and the rationale for such conclusion.


6. Recommendations to improve the approach or specifications.


7. Any areas that require clarification.


8. What other comments or suggestions do you have regarding this SOW?


This notice is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued. If a solicitation is released, it will be advertised in accordance with regulations applicable to this requirement. The anticipated NAICS code(s), which is subject to change, is 334111, Electronic Computer Manufacturing, with a Small Business Size Standard of 1,250 employees.


Responses to this notice shall be e-mailed to the primary contact listed on this notice. Telephone responses will not be accepted. Responses must be received no later than the date and time listed on this notice. This notice is to assist in determining the availability of capable sources via the commercial industry only. A solicitation is not currently available. If a solicitation is issued it will be announced at a later date, and all interested parties shall respond that solicitation announcement separately from the response to this announcement.


Current and complete registration at sam.gov is required to be eligible to submit a quote if an RFQ is issued.
