The U.S. Department of Housing and Urban Development (HUD) - Office of Multifamily Housing and the Office of Healthcare Programs is seeking a Contractor to provide Loan Underwriting, Closing Support and Management Services for Housing Programs.


This pre-solicitation notice is to inform the industry that an 8a competitive acquisition is planned to be released between the months of March 2018 through May 2018 in accordance with FAR Part 5.205(f). The period of performance is one (1) base year period, and four (4), one (1) year option year periods. The award will be with a maximum life of 5 years (one base period of performance and 4 one-year option periods of performance). The Government contemplates award of a single fixed price, Indefinite Delivery Indefinite Quantity contract. This synopsis is to advise that the acquisition is being offered for competition limited to eligible 8(a) concerns.


The North American Industry Classification System (NAICS) code is 541611 - Administrative Management and General Management Consulting Services. The Business Size Standard is $15 million dollars per annum. The Product Service Code is R710 - Support Management Financial Services.


This synopsis also advises that eligibility to participate may be restricted to 8(a) participants in either the developmental stage or the developmental and transitional stages. We encourage all interested 8(a) firms to review the solicitation, once posted on FBO, as expeditiously as possible since the solicitation will be issued without further notice upon SBA acceptance of the requirement for the Section 8(a) program. A draft Performance Work Statement is provided to describe the requirements.
