This Request for Information (RFI) is issued solely for market research and acquisition planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service. At this time, the OCC is not seeking proposals and will not accept unsolicited proposals. The OCC will not pay for any administrative costs incurred in responding to this RFI. Failure to respond to this RFI does not preclude participation in any future RFP, if one is issued.


BACKGROUND
The OCC is seeking a Contractor who has subject-matter expertise in the field of litigation-support services (LSS). The Contractor must have deep knowledge of the LSS market, namely the industry-leading commercial off-the-shelf (COTS) LSS vendors and the functional and technical capabilities of their solutions. The Contractor should have experience advising customers on both the most appropriate COTS solution to meet a customer's functional and technical requirements, as well as the most appropriate support model for that solution, specifically a managed service vs. an internally supported LSS solution.


REQUESTED INFORMATION
Interested parties are requested to respond to the following questions only. General marketing information is not requested and will not be reviewed. If proprietary information is included in a response, it should be clearly marked as such.


1. Briefly describe your experience conducting market research for LSS solutions.

2. Please identify the LSS COTS solutions with which you are most familiar. These solutions should be those for which your level of knowledge would constitute subject-matter expertise. Please indicate the number of years of experience that you have with these solutions and confirm that your experience is recent, i.e. within the past two (2) years.


3. Briefly describe your experience eliciting, documenting, and validating functional and technical requirements for LSS COTS solutions.


4. Briefly describe your experience serving as a subject-matter expert for the source-selection phase of a procurement of an LSS solution.


5. Please identify your socio-economic status (e.g., small business, women-owned business, etc.).


6. Please indicate whether your services can be acquired via a General Services Administration (GSA) schedule or a Government-Wide Acquisition Contract (GWAC).


SUBMISSION OF RESPONSES
Responses shall be limited to three (3) pages and submitted via email to Ms. Karen Green, Contracting Officer, at karen.green@occ.treas.gov. Submissions are due by 12 Noon ET on Monday, October 23, 2017, and will be acknowledged via return email. All submissions will become Government property and will not be returned. The file format for responses shall be either MS Word 2013 (or compatible version) or Adobe Portable Document Format (PDF).
