Canada did not achieve any change in literacy performance between 1994 and 2003 and this could be because the analyses were broad, rather than targeted. The purpose of this project is to develop an analyses plan of distribution by type of literacy problem and skill level of workers across Canada, which will allow funders and providers to establish priorities and to design targeted responses with greater potential for success. This will be accomplished by using data from the most recent data from the Canadian Census (about 20% microfile), the International Survey of Reading Skills (ISRS) 2005, the International Adult Literacy and Skills Survey (IALSS) 2003 and other appropriate datasets, if necessary, in order to develop national, provincial, industry/ sectorial and occupational estimates in relation to the estimated demand provided by the Office of the Literacy and Essential Skills Profiles by occupation.
