LIQUID VERIFICATION KIT (LVK)


This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 - Streamlined Procedures for Evaluation and Solicitation for Commercial Items as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a separate written solicitation document will not be issued. This solicitation is being issued under the authority of FAR Part 13, Simplified Acquisition Procedures.


This solicitation is a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-101 effective December 20, 2018.
The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 - Analytical Laboratory Instrument Manufacturing. The small business size standard is 1,000 employees. 



This is a brand name only requirement. Quoters must provide the brand name identified within the Specifications document. All part numbers listed herein are Hamilton Robotics Liquid Verification Kit (LVK). The brand name only justification is as follows:



The Biosystems and Biomaterials Division (BBD) has initiated a new research focus that uses automated liquid handling to develop measurements and standards for engineered organisms. The laboratories associated with this research are equipped with two (2) Hamilton Microlab STAR liquid handling systems. These existing liquid handlers are essential to the project but are insufficient in terms of developing new liquid classes and verifying accurate and reproducible pipetting of solutions of different viscosity and temperature.


The brand name Hamilton Robotics LVK instrument will enhance the capabilities of the existing Hamilton liquid handlers by adding an updated liquid verification system. Other manufactured liquid handlers utilize a spectrophotonic approach, meaning these are used for liquid classes that have already been developed. Hamilton Robotics LVK utilizes a gravimetric approach, which is used to perform new liquid class development and verification.
