Liquid Nitrogen, Type II, Grade B, NSN 6830-01-618-6060 for Norfolk Naval Shipyard, Norfolk, Virginia.


The Government intends to solicit on a Full and Open Competition basis for the f.o.b destination delivery of Liquid Nitrogen Type II, Grade B, IAW CID A-A 59155, dated 5 March 2003, NSN: 6830-01-618-6060. The Contractor shall provide all supplies, management, tools, equipment, labor and transportation necessary for the delivery of LN2 into a Contractor provided tanks. The total estimated contract quantity is approximately 47,500 gallons of LN2. The Government intends to award a Fixed Price Requirements type contract using Federal Acquisition Regulation (FAR) Part 12, Commercial Acquisition procedures. The estimated period of performance is from 01 July 2017 through 30 June 2020.


The solicitation will also contain line items for associated services such as Detention, Tank-Over Pressure Protection and Hot Fills. Offerors are required to have the capability to support bulk shipments. Award will be made to the offeror determined to be the most value to the Government, price and other factors considered.    Specifically, the Lowest Price Technically Acceptable Source Selection Process will be utilized in accordance with FAR 15.101-2. The solicitation will be issued on or before 19 April 2017 and will be posted to the FedBizOpps web page (http://fbo.gov/). If you do not have internet access, a hard copy of the solicitation may
be requested. Only written, emailed, or faxed copies received directly from this requester will be acceptable. All responsible sources may submit a proposal which will be considered by the agency. If you intend to submit an offer, you are required to complete, sign and return the entire solicitation package.
