Optimize land use patterns and engage the community within a multi-agency
planning process that will culminate in presentation of a conceptual Linking City plan to the City Council for acceptance and subsequent adoption.
Help the City determine how best to balance land uses that are supportive of high capacity transit (HCT) with other transportation considerations within the city. Metro defines high capacity transit to include light rail transit, bus rapid transit, rapid streetcar, and commuter rail; other transit modes, such as exclusive track heavy rail or monorail, which could be applied in the Portland region, have generally not been considered due to high costs (Metro, High Capacity Transit System Plan, June 2010). Evaluate existing land use, circulation, and accessibility patterns within a public involvement framework to determine the locations of potential high capacity transit station areas with the greatest capacity for development, connectivity, and ridership.
