This is a Combined Synopsis / Solicitation for Commercial Items prepared in accordance with the format in FAR Subpart 12.6 - Streamlined Procedures for Evaluation and Solicitation of Commercial Items - as supplemented with additional information included in this notice. The solicitation is issued using simplified acquisition procedures under the authority of FAR Part 13.


THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION DOCUMENT (i.e. STANDARD FORM) WILL NOT BE ISSUED.


This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-01.


The associated North American Industrial Classification System (NAICS) code for this procurement is 334519 - Other Measuring and Controlling Device Manufacturing. The small business size standard is 500 employees. This acquisition is unrestricted; businesses of all size standards may respond.


DESCRIPTION OF REQUIREMENTS


Background


The Engineering Laboratory at the National Institute of Standards and Technology (NIST) is currently enhancing its structural testing capabilities by outfitting the structural testing laboratory in Building 226 with new measurement capabilities. Structural testing will include, among others, testing of steel and reinforced concrete beams, columns, and reinforced concrete shear walls. In order to obtain the requisite experimental data, displacement transducers will be required to measure the deformations of specimens during testing.


Objectives


The purpose of this acquisition is to procure fifty-six (56) Linear Variable Differential Transformers (LVDTs). These instruments will be used to measure structural displacements during testing of structures.


Required Specifications


The Contractor shall provide a total of fifty-six (56) LVDTs in accordance with the following specifications:


- LDVTs shall be provided in the quantities and stroke ranges identified below:

- All LVDTs shall operate on a 10 Volt single-ended DC power supply
- Input current shall be less than 20 mA at 10 V DC input for all LVDTs. 
- All LVDTs shall be internally regulated and thus allow operation from unregulated power source.
- All LVDTs shall provide either a unipolar output signal with a span of at least of 5V DC from one end of the working range to the other, OR a bipolar output signal reading 0V DC in the null position and at least ±2.5 V DC at either end of the working range.
- The nonlinearity of each LVDT shall not exceed ±0.25 % of the full range (FR) of the stroke.
- Output ripple and noise of each LVDT shall not exceed 10 mV (RMS).
- Each gage shall be factory calibrated and furnished with certification and calibration data. 
- All LVDTs shall be suitable for operating temperature ranges of at least 0 to 85 °C.
- All LVDTs shall have stainless steel housing. 
- All LVDTs shall include cables which are jacketed and shielded. 
- Each LVDT provided to NIST shall include coil body, core with threaded ends, and core connecting threaded rod with a sufficient length so that the rod protrudes from the coil body a minimum of 1 inch at the null position when the LVDT is assembled.


Warranty


LVDTs shall be warranted as free of defective materials and faulty workmanship for a one-year period after delivery.


Delivery


The LVDTs shall be delivered no later than 60 days after contract award. Delivery shall be made FOB Destination. Products must be delivered with a certificate of calibration, inclusive of calibration method description. 


The Contractor shall deliver the fifty-six (56) LVDTs specified above to the NIST to 100 Bureau Drive, Stop 861, Gaithersburg, MD 20899-8611.


Installation


There is no requirement for installation of the LVDTs.


Testing and Acceptance


Upon receipt of the LVDTs, NIST will test the LVDTs in accordance with the ASTM E2309-16 Standard with 10 V DC excitation, and the results will be used to verify the manufacturer-provided calibration values.


Acceptable performance will be the verification of the manufacturer-provided calibration values with relative errors of less than 0.5 % and fixed errors of less than 0.001 in.


PERIOD OF PERFORMANCE


The period of performance shall be 60 days from date of award.


PAYMENT TERMS


One lump sum payment will be authorized upon the successful testing and acceptance of the Contractor's delivered products.

QUESTION AND ANSWER PERIOD


CAR 1352.215-73 INQUIRIES (APR 2010):


Offerors must submit all questions concerning this solicitation in writing electronically to Ms. Lauren Phelps, Contract Specialist, at lauren.phelps@nist.gov. Questions must be received by or before March 19, 2019 at 5:00 PM Noon ET. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract. (End of Provision).


DUE DATE FOR QUOTATIONS


All quotations must be submitted via email to Ms. Lauren Phelps, Contract Specialist, at Lauren.Phelps@nist.gov. Submission must be received not later than 12:00 PM Noon ET on March 22, 2019.


REQUIRED SUBMISSIONS


For the purpose of evaluation of Technical Capability:


Documentation and product literature, which clearly demonstrates that the items being quoted conform to the requirements identified herein. Documentation shall include a sample certificate of calibration, inclusive of calibration method, for the quoted products or a similar device from the same manufacturer.


For the purpose of evaluation of Price:


A firm-fixed price quotation for the identified line item.


Contractor DUNS


DUNS shall be used to verify the offeror's active System for Award Management (SAM) registration. Offerors must have an active registration at www.SAM.Gov to be considered for award.


CONTRACT LINE ITEM STRUCTURE:


Responsible Offerors shall provide pricing for the following line item:


LINE ITEM 001: Contractor provision of fifty-six (56) Linear Variable Differential Transformers in accordance with the Description of Requirements, Inclusive of any Delivery Fees










EVALUATION CRITERIA AND BASIS FOR AWARD


In accordance with FAR 52.212-2: Evaluation - Commercial Items as included in the attached Applicable Provisions and Clauses document, the Government intends to award a purchase order resulting from this solicitation to the responsible offeror whose quotation, conforming to the solicitation, is the Lowest Price Technically Acceptable quote.


Technically acceptable means that the quotation meets the following requirements:


1. Quotation clearly includes all products, in accordance with the required specifications and quantities, as identified in the Description of Requirements.


2. Quotation includes a sample certificate of calibration, inclusive of calibration method description, for the quoted products or for a similar device from the same manufacturer. 


3. Quotation meets delivery requirements (Delivery within 60 Days ARO)


Price will be evaluated for reasonableness.
