This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested. The Government reserves the right to make no award from this solicitation.
Solicitation number 36A77619Q0133 is being issued as a Request for Quote (RFQ). The government anticipates awarding an Indefinite Delivery/Indefinite Quantity (IDIQ) contract and firm-fixed price Task Orders resulting from this solicitation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2019-02.
The associated North American Industry Classification System (NAICS) code for this procurement is 541614 (size standard $15 million). This requirement will be set-aside 100% for Service Disabled Veteran-Owned Small Businesses (SDVOSBs) using FAR Part 12, 13 and 37. To be eligible for an SDVOSB set aside under VA s Veterans First Contracting Program, SDVOSBs must:
1) be verified by the Department of Veterans Affairs as SDVOSB (see https://www.vip.vetbiz.gov/ for details)

- and

2) meet the small business size standard for NAICS 541614.
The Department of Veterans Affairs, Veterans Health Administration, Program Contracting Activity Central (PCAC) requires a contractor to provide Initial Outfitting, Transition, and Activation (IOT&A) services under this IDIQ contract at a Lincoln Community-Based Outpatient Clinic in the VA Nebraska-Western Iowa Health Care System in Lincoln, Nebraska. Please reference the attached IDIQ Performance Work Statement for specific project information and requirements.
The anticipated contract period is September 2019 through September 2024 for the IDIQ Award.
Quotes from SDVOSBs shall be received on or before the date and time specified in Block 8 of the SF1449, Solicitation. Solicitation posting and closing dates are subject to change as necessary and amendments will be issued accordingly.
This solicitation requires registration with the System for Award Management (SAM) prior to award pursuant to applicable regulations and guidelines. Registration information is at www.sam.gov.

This is an open-market combined synopsis/solicitation for services as defined herein.B The government intends to award an IDIQ as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows:

"The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition."

"The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:"

Offerors shall list exception(s) and rationale for the exception(s).

The deadline for all question submittals is Monday, July 29, 2019 at 3:00 PM Eastern Time. All questions should have 36A77619Q0133 Question as the subject. The Government will not respond directly to any questions submitted but will gather questions and post the answers to this FBO posting for all potential SDVOSBs to access. At a minimum the Government will post questions/answers on Monday, July 22, and Tuesday, July 30. It is possible other postings will be made as required.
