Overview

The 21st Security Forces Squadron (SFS) has a requirement for a new License Plate Reader (LPR) system. The current system that 21 SFS operates is over six year old. The LPR is utilized at all three installation gates at Peterson Air Force Base (PAFB). The LPR provides real time, up to date information on wanted vehicles to alert 21 SFS members prior to the vehicle making entry to PAFB.


1.    DESCRIPTION OF SERVICES The Contractor shall provide an LPR system at all three Installation Entry Control Points (IECP) on PAFB. The three installation gate at PAFB are the West, North, and East Gate. The Contractor shall provide a LPR system with capabilities of identifying any wanted vehicle or wanted license plate related to a wanted person. Additionally, the Contractor shall provide an alerting system in all three installation gates that will alert 21 SFS personnel posted within the IECP.


1.1.    PARTS The Contractor shall provide cameras and wiring to be installed in the pre-existing LPR pole mounts at all three installation gates at PAFB. Additionally, the Contractor shall provide a network modem to enable the LPR to work wirelessly, as the LPR cannot connect to the Air Force Network. Lastly, the Contractor shall provide the means to access the LPR system via a computer, tablet, or equivalent.


1.2.    INSTALLATION The Contractor shall provide the installation of all cameras to the pre-existing LPR pole mounts. Additionally, the Contractor shall provide the installation of the network modem that will enable the LPR to operate wirelessly. Lastly, the Contractor shall provide installation of the LPR alerting system within the ICEP to ensure 21 SFS personnel are alerted of a wanted vehicle or person.


1.3.    MAINTENANCE AGREEMENT and SOFTWAR UPGRADES


1.3.1.    Maintenance Agreement The Contractor shall provide 21 SFS the ability to contact a service technician, Monday through Friday, normal business hours, 0800 - 1700, in the case LPR capabilities are lost or the LPR fails to operate properly. The Contractor will provide service repairs to the LPR within 72 hours of 21 SFS making contact with the Contractor. Repairs shall be accomplished in accordance with prevailing commercial practices.


1.3.2.    Software Upgrades The Contractor shall provide annual upgrades to all LPR systems as they become available as part of the Maintenance Agreement under this Statement of Work. The Contractor shall contact the COR before installing any software upgrades.


1.4.    SYSTEM TRAINING The Contractor shall provide a "Train the Trainer" course on how to properly Operate, Manage and Troubleshoot the LPR system. The Contractor shall coordinate training dates and times with the following Points of Contact (POC):

2.    GOVERNMENT FURNISHED PROPERTY


2.1.    GENERAL No Government Furnished property will be provided to Contractor.


3.    GENERAL INFORMATION


3.1.    HOURS OF OPERATION. The Contractor shall perform routine services required under this contract during Peterson AFB normal duty hours of 7:30 a.m. to 4:30 p.m. Monday through Friday.


3.2.    SECURITY REQUIREMENTS. The Contractor shall comply with all Peterson AFB security requirements imposed by the Installation Commander at all times while on the premises. Contractor shall obtain all necessary passes, decals, badges or other times required for access to Peterson AFB. The Contractor shall comply with all provisions of the Department of Defense Manual 5220.22M, Industrial Security Manual, and AFI 31-101, Integrated Defense.


3.3.    BASE ACCESS. The Contractor shall provide a list of all employees requiring access to the base to the Contracting Officer NLT 3 days after award of contract. The employee list will be on company stationery and include company address, telephone number, and contract number in addition to the names, social security numbers and duty hours of all employees requiring access to Peterson AFB. After approval, this letter shall be on file with the Security Forces at the Visitor's Control Center, Bldg. 1334. This letter remains on file at the Visitor's Center for a period of 30 days to allow Contractor employees to obtain badges. After 30 days, the letter is discarded. Any employee changes require a new letter.


3.4.    VEHICLE REGISTRATION AND IDENTIFICATION BADGES. Contractor employees shall apply for individual identification badges at the Peterson AFB Visitor Control Center; Bldg. 1334, upon employment (after access letter is on file with the Security Forces). Contractor badges may be picked up Monday through Friday 6:00 a.m. - 3:30 pm. All personnel operating a Privately Owned Vehicle (POV) on Peterson AFB shall obtain a temporary vehicle registration pass until an individual identification badge is issued. Proper state registration, proof of insurance and a valid driver's license are required in order to receive a temporary vehicle pass. Vehicle passes may be picked up Monday through Friday 6:00 a.m. - 4:00 p.m. No appointments are necessary. Upon completion or termination of the contract, or termination of a Contractor employee, the Contractor shall surrender any identification badges to the Visitor Center the following workday.


3.5.    EMERGENCY, CONTINGENCY, AND EXERCISE SITUATIONS.


3.5.1.    Contingency and Emergency Planning. The Contractor shall develop, implement and maintain a Contingency Plan that ensures continued performance on a 24/7/365 basis in the event of catastrophic, non-catastrophic events or work stoppage. The Contractor shall provide a copy of the plan via email to the COR for review and approval within 30 days after contract award. The format of the plan is at the Contractor's discretion. The Contingency Plan must provide for immediate response to catastrophic events to ensure minimal impact on the mission. The Contractor shall coordinate all proposed changes through the COR prior to implementation.


3.5.2.    Commander's Authority. The installation commander (via the CO) may direct the Contractor in writing to remove any employee from the installation when retention of such employee endangers life, property or security, or where such employee violates laws and/or regulations.
