Description of Work (physical characteristics):


OVERVIEW: U.S. Army Corps of Engineers (USACE), Seattle District, requires complete refurbishment of the T3 transformer, a 3-phase Class II generator step up (GSU) transformer. The work includes but is not limited to seismic anchoring, provision of transformer fall protection, performance of pre-refurbishment tests, draining and storing transformer oil, performance of internal inspections, refurbishment of the transformer, servicing the de-energized tap changer, weld leak repairs, reclaiming transformer oil using Regenerative Clay, provision of oxidation inhibitor for transformer oil, refilling transformer, performance of post-refurbishment tests, commissioning, and painting. Major elements of work include:


Transformer Refurbishment
• Replacement of bottom connected and draw-lead bushings.
• Replacement of multiple gaskets and valves
• Performance of a transformer internal inspection
• Installation of wiring for auxiliary components around the transformer
• Performance of typical IEEE standard transformer electrical testing
• Retrofitting of a transformer electronic temperature control system to a transformer with analog indicators
• Engineering design, procurement and installation of internal transformer bracing and insulation


Transformer Oil Reclamation, Vacuum Processing, and Filling
• Performance of transformer insulating oil on-site reclamation
• Transformer vacuum processing prior to filling
• Hot-oil filling on Class II power transformers.



The magnitude of construction is estimated to be between $1,000,000 and $5,000,000. The resulting contract will be firm-fixed-price.


Solicitation number W912DW19R0012 will be posted to the Federal Business Opportunities (FBO) website, www.fbo.gov, on or about 25 March 2019. The solicitation will be a Request for Proposals. Proposals will be due no sooner than 30 calendar days after actual solicitation issuance date. See the solicitation for details about proposal submission. 237130, Power and Communication Line and Related Structures Construction, and the associated small business size standard is $36,500,000 in average annual receipts. The solicitation will be issued as Unrestricted.


A site visit will be offered within approximately 2 weeks after the solicitation is made available via FBO. Refer to the solicitation for details regarding the site visit.

IMPORTANT NOTICE:
All contractors proposing on Department of Defense (DoD) solicitations must be registered in the System for Award Management (SAM) database prior to award of a contract. The purpose of this database is to provide basic business information and capabilities to the Government. The SAM website can be accessed at www.sam.gov. Contractors are encouraged to register as soon as possible. All new contracts can be made ONLY to contractors who are registered in SAM. This requirement applies to all DoD contract awards.


ACCESS TO SITE VISIT FOR FOREIGN NATIONALS:
Non U.S. Citizens wishing to attend the site visit must complete the Request for Visitation Authority form (included in this announcement as an attachment) and submit it with the required documents no later than noon Pacific Time on 14 March 2019 to Adrienne Murphy, Adrienne.E.Murphy@usace.army.mil, 206-764-6765. This is to allow time for RVA processing. RVA processing time may take a few weeks to a month and approval might not be accomplished prior to the site visit date. If RVA is not approved prior to the site visit registration deadline (which will be posted in the solicitation), offerors are encouraged to send a team member who does not require an RVA.
