Legislative Monitoring and Tracking Services
This is an unrestrictive(full and open competition) combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.603of the Federal Acquisition Regulations (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this procurement is FHF-14-R-0221. This procurement is issued as a Request for Proposal (RFP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-73. The associated North American Industry Classification System Code (NAICS) is 519130 -- Internet Publishing and Broadcasting and Web Search Portals, with a business size standard of 500 employees. The government anticipates awarding one Firm Fixed Price (FFP) contract as a result of this solicitation.

STATEMENT OF WORK:
The Federal Housing Finance Agency (FHFA), Office of Congressional Affairs and Communications (OCAC), has a requirement for legislative monitoring and tracking services of the U.S. Senate and House of Representatives, including their committees as their activities relate to the housing finance and housing market. The service shall include an online tool (licenses for up to 15 FHFA employees) with real-time legislative alerts, news, and floor and committee updates as described in the Statement of Work (See Attachment A).
PERIOD OF PERFORMANCE:
The period of performance is a base period of one year with six (6) one-year options.
SCHEDULE:
Offerors shall provide a FFP proposal to complete all the tasks described in the SOW.
SUBMISSION OF PROPOSAL:

Proposals shall be submitted in accordance with FAR 52.212-1, Instructions to Offerors - Commercial Items (Apr 2014), and addendum, specified under the section "APPLICABLE CLAUSES". This solicitation incorporates the provisions and clauses that are in effect through Federal Acquisition Regulation (FAR) Circular 2005-73, effective April 29, 2014.
