Combined Synopsis/Solicitation IAW FAR Subpart 12.6

Legal Research Database Web-Based Subscription for the U.S. Army Medical Command (MEDCOM), Office of the Staff Judge Advocate (OSJA)


This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.


The solicitation number is W81K0419Q0001 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-101 and Defense Federal Acquisition Regulation Supplement Publication Notice 20180928.


The North American Industrial Classification System (NAICS) is 519130, Internet Publishing and Broadcasting and Web Search Portals. The small business size standard is 1,000 employees. This procurement is a 100% Total Small Business Set Aside.



DESCRIPTION OF REQUIREMENT: The government requires web-based access to an online legal database with a repository for administrative decisions, court decisions, treatises, as it relates to labor law. The database shall include a search feature that allows for easy navigation for finding case-law articles and decisions utilizing a keyword, complainant or appellant name. Searches shall distinguish between federal administrative law cases and civilian sector cases. The database shall have a search response time of no more than 2 minutes. Some of the required information maintained within the database includes legal findings as it relates to employee relations, labor relations, Equal Employment Opportunity, laws/regulations, Workforce Management, Pay & Benefits, and Workers' Compensation, best practices, tips and practical guidance written by the recognized federal employment law experts, manuals/how to guides that cite case law for common labor/employment issues in the federal government, federal personnel law daily news, case law, statutes, regulations, handbooks, manuals, arbitrator biographies and statistics, quick start guides relating to federal labor and employment law, webinars on common labor and employment issues, and federal agency regulations that correlate to relevant federal sector issues. In addition, the database shall provide relevant on-line training on federal sector issues (e.g. Executive Orders) and electronic access to the most common and respected federal sector labor and employment treatises and authors. All related documents must be current and feature amendments to all cases (if applicable). The database shall provide the ability to rate/grade arbitrators, and provide access to labor policies/regulations from other agencies, unpublished Merit Systems Protection Board, Federal Labor Relations Authority decisions, and Federal Service Impasses Panel decisions. The database must allow for access by multiple users from various locations. The ability to transfer licenses between users is preferred.
