The Department of Justice (DOJ), Justice Management Division, Library Staff intends to negotiate with Thomson Reuters for subscription updates and supplements to print copies of the title Bankruptcy, Code, Rules and Forms that are held by DOJ offices and libraries. This publication is utilized by Department attorneys for research and trial preparation. The updates to this publication are unique by virtue of their copyright and content. Thomson Reuters under the Thomson West imprint is the only known source that can provide subscription updates to these publications. The statutory authority for the proposed procurement is 41 U.S.C. 253(c) (1), only one responsible source. Contractors must be fully and actively registered in the System for Award Management (SAM); SAM is a free web-site which consolidates Federal procurement systems. Currently CCR, FedReg, ORCA, and EPLS have been migrated into SAM https://www.sam.gov/portal/public/SAM. The solicitation will not be distributed on the General Services Administration website http://www.fbo.gov. This is not a formal solicitation, however, interested concerns must respond within fifteen (15) days from the date of this synopsis with written documentation, detailed data and pricing information that clearly demonstrates their ability to perform the requirement. Responses received as a result of this notice of intent shall be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses will not be considered as either bids or proposals. A determination by the Government not to open this requirement to competition based upon the written responses to this notice is solely within the discretion of the Government. The proposed orders will supply Department locations nationwide.The anticipated period of performance under any resultant purchase orders will be one (1) year.
