The National Cemetery Administration is soliciting offers under Solicitation No. V36C78618R0123 for a janitorial services contract at Leavenworth National Cemetery; 150 Muncie Rd.; Leavenworth, KS.

The Contractor shall furnish all personnel, supervision, professional expertise, equipment, tools, materials, services, and quality control necessary to ensure that non-personal custodial services are performed at the Cemetery, in a manner that will maintain a satisfactory facility condition and present a clean, neat and professional appearance. Areas receiving services are: Cemetery Public Information Center and Public Restrooms, Administration Building and Maintenance Office, Restrooms and Break Room.

There is no incumbent.

Site visit is Tuesday February 13, 2018 at 10:00 am Local time

If you cannot attend, there will be no other time tours are given. You may visit the cemetery to inspect, but you must contact the Cemetery first.

All questions shall be submitted in writing to the Contract Officer (CO) at Katherine.Iacovelli@va.gov. All questions due by 3/9/18 at noon.

Work shall be performed in strict accordance with all terms, conditions, specifications, schedules and drawings. Performance shall be in accordance with the requirements, conditions, terms and representations contained in this solicitation, any pertinent OSHA Occupational and Safety regulations, VA and Federal Security regulations and policies, and any State and/or local regulations, laws and codes.

Proposals will be evaluated and award will be made to the responsible offeror conforming to the solicitation with the lowest evaluated prices of proposals meeting or exceeding the acceptability standards for non-cost factors.

The non-cost factors are Past Performance and Technical. Technical has sub factors of Equipment, and Personnel.

Price will be evaluated for reasonableness. The lowest bidder will not necessarily get this award. Just providing a price with no substantial information on pricing and/or performance will result in an inferior proposal and may be considered technically non-responsive. The Government will not consider offers that are considerably too low or too high.

Responsibility determination will be made in accordance with FAR 9.1 Responsible Prospective Contractors. Price will be evaluated on the basis of its realism and acceptability to the Government. Risk will be considered in all of these factors.

This acquisition is 100% set aside for Service Disabled Veteran Owned Small Business (SDVOSB).B The NAICS Code is 561720.B Size standard is $18 Million.B Electronic solicitations will be available for download from http://www.fbo.gov on or about February 8, 2018

Responses to the solicitation are due by 1PM Eastern time on March 22, 2018.

Any amendments to the solicitation will also be available at www.fbo.gov.B Offerors are advised they are responsible for obtaining any amendments.B
