The Oregon Department of Transportation (Agency) is seeking one Consultant for Services in
connection with the following Project (the "Project"): development of a least cost planning
(LCP) methodology for use as a decision-making tool for transportation planning and project
development in Oregon. The methodology will be implemented for use by the Agency and
Metropolitan Planning Organizations (MPOs) and likely reflected in local transportation
planning and project development processes as well. (Oregon's Transportation Planning Rule
requires Transportation Plans to be consistent between the local, regional, and state
levels.) The methodology will assist the Agency in its efforts to make transportation
decisions in a way that is transparent and accountable to the public and makes the best use
of public funds to achieve long-term goals.
